About this file
This document is a brand name justification memorandum from the Naval Surface Warfare Center Panama City Division to procure Doodle Labs hex model radios and equipment. The agency requires four Doodle Labs RM-2025-62W3 radios, eight ANT-2025-2-GN-TNC antennas, eight BAT-W01-A Palix battery packs, four USB-W02-A cables, four USB-W01-A cables, four SR330-104B-3005 chargers, and four ANT-GPS-ST-SMA antennas to support the MVCS 2.0 launch and recovery radio program. An engineering trade study determined the Doodle Labs radio best fits the requirements due to its spectrum compatibility, interfaces, performance, power, and ability to operate on frequencies approved for use in Japan and South Korea. As no other brand can meet these needs, the justification approves a sole-source award to Doodle Labs, LLC for $250,000 or less using simplified acquisition procedures.
The related federal contract opportunity is a total small business set-aside solicitation from the Department of the Navy Naval Sea Systems Command for the same Doodle Labs hex model radios and equipment.

(Redacted) The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. (Redacted)
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the items listed in Paragraph 3 of this document. The Doodle Labs radio is a tactical network radio that was selected via an engineering trade study to be the best fit for the MVCS 2.0 launch and recovery radio. The trade study looked at offerings from other brands and determined that the Doodle Labs brand radio was best for our use case. The engineering study looked at the radio’s spectrum compatibility, interfaces, performance and power. The specified radio must have multiple frequency options that include a frequency band that can be approved in Japan and South Korea. Only the Doodle Labs radio listed in Paragraph 3 of this document has multiple frequency options that include those required for use in Japan and South Korea.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to acquire the Doodle Labs, LLC. brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Doodle Labs, LLC. is the only brand that can meet the Government’s needs. This requirement will not be synopsized in the government point of entry sam.gov because it is estimated less than $25,000.00.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Doodle Labs, LLC. is the only brand that can meet this requirement.
