About this file
This document is a brand name justification for the acquisition of Red Valve brand SDV Pinch Valves. The Naval Sea Systems Command Naval Surface Warfare Center Panama City Division requires one 1-inch steel body and one 1-inch aluminum body pinch valve to verify anti-corrosive properties and compatibility with existing systems. The valves must have air operation, imperial thread standard connections, metal exterior, EPDM interior sleeve, and size between 1 to 1.5 inches. Extensive market research found that only Red Valve brand valves meet all requirements. The contracting officer determined this action represents the best value. The solicitation for these items will be a small business set-aside under solicitation number N61331-23-T-CM03, with an estimated value under $25,000.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All items will be delivered no later than 12 weeks upon receipt of order.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
Only this Brand and no other supplies or services will satisfy agency requirements, FAR 6.302- 1(c). NSWC PCD, Code E12 currently has a need for Red Valve brand SDV Pinch Valves, as referenced in Section 2 of this document. These valves will be used to verify their anti-corrosive properties and compatibility with existing systems. The pinch valves shall have all of the following salient characteristics:
1. Air Operated Pinch Valve (not mechanical)
2. Air connection is in an imperial thread standard (NC, NF, NPT, not metric). The NSWC PCD air system is all in inches/imperial standards. Conversions from metric to imperial are not allowed.
3. Pinch valve exterior material shall be metal e.g. steel, aluminum, stainless.
4. Pinch valve interior sleeve must be EPDM material (EPDM is a nonmetallic that is approved for use on the boat).
5. Pinch valve size shall be 1 to 1.5 inch to realistically fit on our boat (for example, the pinch valves offered on this website will be too large with the mechanism mounted on top of all the valves https://www.valmet.com/flowcontrol/valves/pinch-valves/flowrox- heavy-duty-pinch-valves/)
6. NOT Required, but nice to have: Pinch valve max working pressure shall be at least 80 psi (our air system currently steps down to 80 psi to actuate the current pinch valve, so if the new one can handle 80 psi then we can install it without modifying the air system with a new pressure relief valve. However, if there is a good option that operates below 80 psi that may still be acceptable and certainly worth testing.)
7. Valve shall be manufactured in an acceptable country of origin, e.g. not China.
Extensive market research has shown that there are no other pinch valves with the salient characteristics that the Red Valve brand pinch valves possess; therefore, it is advantageous to the Government to acquire the items listed in Section 2, with no substitutes.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, recurring cost, special features, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Red Valve is the only brand that can meet the Government’s needs. This requirement will not be synopsized in the government point of entry sam.gov because it is estimated to be less than $25,000.00.
7. Any other facts supporting the justification. None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Red Valve is the only brand that can meet this requirement.
