About this file

This is a Limited Source Justification memorandum for acquiring EnDAQ brand wireless sensors by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The document justifies a firm fixed price purchase order for four (4) EnDAQ S5 Wireless Shock Sensors (Part Number S5-R2000D40) for the clandestine delivered mine (CDM) MK 68 project. The sensors are required for testing and developing prototype systems, with specific technical requirements including a high-performance piezoelectric accelerometer, capacitive accelerometer, and environmental sensors.

The justification emphasizes that EnDAQ is the only brand of wireless sensors meeting the government's needs, citing unique capabilities such as compatibility with existing equipment, configurable vibration sensors, embedded software for shock response spectrum analysis, and direct Wi-Fi data uploading to the EnDAQ Cloud. The acquisition will be conducted using simplified acquisition procedures, with all equipment to be delivered within thirty (30) days after order award. The Contracting Officer has determined that the order represents the best value and lowest overall cost alternative for meeting the government's requirements.

Brand

Subj: BRAND NAME MEMORANDUM TO ACQUIRE ENDAQ BRAND WIRELESS SENSORS

(PURCHASE REQUEST 1301286170)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare

Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts

Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand name specific basis, for the acquisition of

EnDAQ brand wireless sensors. Project WD is conducting testing on classified prototype systems. Competition will be limited to authorized resellers of EnDAQ brand equipment.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following items are being acquired:

Description Part Number Qty

EnDAQ S5 Wireless Shock Sensors S5-R2000D40 4

Redacted. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold. All equipment will be delivered no later thirty (30) days after award of the order.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.

2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency

Requirements FAR 6.302-1(a)(2)(iii)(C).

EnDAQ is the only brand of wireless sensors that will meet the Government’s needs for the following reasons. The

NSWC PCD clandestine delivered mine (CDM) project requires the purchase of four (4) EnDAQ shock and vibration sensors for designing MK 68. The CDM MK68 is undergoing some design improvements, and the sensors being acquired will help facilitate these design improvements. These wireless sensor are required to record necessary data during testing. EnDAQ sensor packages are required to test and develop prototype systems. These system are vital to project goals and deadlines. The S5 is a vibration and shock recorder with a high performance piezoelectric accelerometer, a secondary capacitive accelerometer and other environmental sensors. This is the only brand of sensors that are both compatible with existing equipment and has vibration sensors and loggers that are configurable, accurate and capable solution for gathering vibration data with 3-axis accelerometers - without the need for a full

DAQ system. This is the only system that has embedded software that can build a shock response spectrum from raw data. Additionally, EnDAQ's shock and vibration recorders upload directly to the EnDAQ Cloud over Wi-Fi allowing the seamless access, share, and storage of raw data. Therefore, EnDAQ is the only brand of equipment that will meet program needs.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As mentioned in paragraph 4 above, EnDAQ is the only brand of wireless sensor that will project needs.

7. Any other facts supporting the justification:

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As mentioned in paragraph 4 above, EnDAQ is the only brand of wireless sensor that will project needs.
