About this file

This is a Brand Name or Equal Justification document from the Naval Surface Warfare Center Panama City Division (NSWC PCD) for the acquisition of mobile container lifts. The procurement includes a C-Lift A32 automated mobile container hoist with 32-ton lift capacity, an A32 Basic Service Kit with spare parts, and a Honda EM50000SX 5000-watt generator.

The equipment specifications require the container lift to have wireless remote operation, full electronic controls, e-stop and tilt sensing capabilities, and operate on 207-240 VAC power supply. Key safety features include hydraulic counterbalance valves, dual emergency stop buttons, on-board sensors with dual-channel redundancy, and dual lifting cables rated at 5 times the working load limit. The acquisition will be conducted using simplified acquisition procedures with a total value not exceeding $250,000. The contracting officer will evaluate "equal" products based on meeting the salient physical, functional, and performance characteristics specified in the solicitation, with offerors required to clearly identify and document any proposed equivalent products.

Construction • High strength structural steel

• Each hoist is factory proof tested to 150% x rated load

• Hoists are fitted with commercially available, off the shelf hydraulics

• Zinc plated and painted exterior

• Each hoist is fitted with castors for movement by one person on smooth surfaces, and forklift pockets for movement across rough surfaces and longer distances.

Design Standard CE compliant and designed in accordance with BS EN

1494:2000+A1:2008, the British Standard for mobile or moveable jacks.

Safety - A wireless handheld remote control allows the operator to move freely, monitor each lift, and remain a safe distance from the elevated container.

- Hydraulic counterbalance valves ensure the container will stay elevated in the event of an unexpected power outage or hydraulic failure.

- An emergency stop button on the remote will stop the

A Series on demand. A second hardwired emergency stop button sits on the ground, a safe distance from the elevated container.

- On-board sensors and a safety-rated control system, with dual-channel redundancy, controls the pumps and motors, keeping the container level and each hoist synchronized.

- Dual lifting cables, rated to 5 times the working load limit, share the load on each leg. If one cable failed unexpectedly, the other cable can carry the full load by itself.
