About this file
This is a Brand Name Justification document for the procurement of one Tenney C-EVO Environmental Test Chamber by the Naval Surface Warfare Center Panama City Division (NSWC-PCD). The requirement is for a specific 10 cu.ft. chamber (model C10RC2.0-A-S1.2-C) with Windows-based PLC Smart 1.2 Controller and air cooling capability. The chamber must maintain temperatures from -68°C to 180°C with ±1.0°C fluctuation and humidity range of 20% to 95% RH between 20°C to 85°C.
The justification cites that NSWC PCD currently uses this exact chamber for project research, and procuring a different model would require repeating tests and create delays due to an existing project backlog. The acquisition will use simplified acquisition procedures with an estimated value above $25,000 but below $250,000. The requirement will be synopsized on sam.gov and is restricted to the Tenney brand due to compatibility requirements and cost savings from leveraging existing familiarity with the hardware and software. The procurement is being conducted as a total small business set-aside.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document. NSWC PCD projects have used and currently use this exact chamber to collect data to support their project research. If another chamber were procured, the projects would be required to repeat the testing using the new/different chamber. There is currently a project backlog waiting to use the current chamber.
By procuring this chamber, it would provide an additional test environment that is needed by the engineering community. Also, leveraging the familiarity with the test chamber hardware as well as the software will eliminate the need for numerous man hours to create operating procedures.
This will lead to expedited verification and validation of the chamber, and an overall cost savings for the government as the projects have reduced down-time for scheduling.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the Tenny brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Tenny is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Tenny is the only brand that can meet this requirement.
