About this file
This is a Brand Name Justification document from the Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division (NSWC PCD) for the acquisition of one Altum PT Multispectral Sensor Kit (p/n 805-0092 kit, ALP-320, DLS2, CRP2). The procurement will be conducted using simplified acquisition procedures, with a value below the simplified acquisition threshold of $250,000.
The justification establishes Altum as the only acceptable brand based on its unique qualifications as the original equipment manufacturer and the camera's specific requirements for a NISE Project. The document cites that the Altum sensor is essential for the optical airborne imaging system being developed, highlighting its ability to operate in harsh environments while meeting strict size, weight, and power (SWaP) constraints. The Contracting Officer has determined this represents the best value to meet the government's needs, noting that alternative equipment would require extensive testing and incur additional costs and delays. No market research was conducted as Altum is deemed the only brand capable of meeting the specified requirements.

REDACTED This acquisition will be conducted using simplified acquisition procedures above the micro-purchase threshold but below the simplified acquisition threshold of $250,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. REDACTED
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).
Pursuant to FAR 6.302-1(a)(2)(iii)(C), Altum is the only brand of equipment that will meet the Government’s needs for the following reasons. Altum is the original equipment manufacturer of this equipment. This Camera System is the sensor optical device for the concept design being developed for an NISE Project. The camera is required for the optical airborne imaging system being developed. Without it sensor will not be able to collect imagery for the system being developed will be subpar and would cause flight integration issues. Additionally, this is the only brand of camera that has been built to last in harsh environments while offering maximum power density and high operating efficiency, making the camera able to meet the size, weight, and power (SWaP)-constrained applications of the NISE project. In summary, use of alternate equipment may introduce new or change existing parameters that may be harmful to the NISE project. The Altum multi-spectral sensor has been tested and fit within the NISE design and is the only equipment that will meet the requirements for the NISE project. Use of alternate equipment would require extensive testing and incur added expense and time. Therefore, it is imperative that the Altum brand multi-spectral sensor kit is acquired immediately to meet tight NISE project scheduling and equipment needs.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Altum is the only brand of camera equipment that can meet the Government’s needs.
