The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. All equipment will be delivered no later than thirty (30) days after award of the order.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

Pursuant to FAR 6.302-1(c), these brands of equipment are essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. Failure to acquire these brands will have the following impact:

a) Currently the Visual Information Branch has approximately $25,000 worth of Nikon F Mount lenses for the Nikon cameras in its inventory. Replacing the Nikon cameras with alternate equipment would make the inventory unusable and would require additional lenses to be purchased to accompany the alternate equipment.

b) Additionally, the Visual Information Branch has approximately $16,000 worth of Canon EF mount lenses for the Canon and BlackMagic cameras in its studio inventory. In order to upgrade the existing Canon studio camera to mirrorless, the VI branch is purchasing a lens adapter and one RF mount lens. Replacing the Canon camera with alternate equipment would require several thousands of dollars’ worth of additional lenses to be purchased to accompany the alternate equipment.

c) Go-Pro cameras are the ONLY action/water resistant cameras approved for Department of Defense use that meet the requirements of the Visual Information Branch.. The only alternate action camera that meets the specs and quality of the GoPro is the DJI Osmo Actrion 4, and all DJI products are forbidden for DoD use.

d) All of the cameras being acquired are replacing older camera systems and equipment that have reached end of service life. It is critical that Government investments in cameras and support equipment as well as the corresponding storage and software tools to complete everyday tasks. When these new investments aren’t aligned, the result is often disconnected data, lost productivity, and even security issues.

e) Additionally this new equipment needs the ability share information from older legacy systems which will allow the successful translating data and critical digital files from different sources.

f) Mission failure for not being able to provide the quality of photo and video products that are now expected of Code 1032.

g) Mission failure for not having the proper equipment necessary to operate in harsh conditions (adverse weather and at-sea missions).

h) Possible injury due to not having the proper camera support equipment in studio and on-location (ships).

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 6.302-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, these are the only brands of equipment that meet all of the operating capabilities required by the Visual Information Branch. Additionally these items will be synopsized in the Government Point Entry site SAM.gov.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies services is made.

As stated in paragraph 4 above, these are the only brands of equipment that will meet the requirements of the Visual Information Branch.
