About this file
This is a Brand Name Justification memorandum issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) located at 110 Vernon Avenue, Panama City, Florida 32407-7001.
The contracting activity seeks to acquire 325 Honeywell MLH Series 300 PSI pressure transducers (Part Number 480-MLH300PSB51C) on a firm fixed price basis through simplified acquisition procedures. The total contract value does not exceed the simplified acquisition threshold of $350,000.00. All equipment must be delivered no later than 30 days after award. The acquisition supports the clandestine mine project (CDM) in Code E64, which is conducting testing on classified prototype systems. Competition will be limited to authorized resellers of Honeywell brand equipment.
The justification asserts that Honeywell is the only brand meeting program requirements because the pressure transducers must combine Application Specific Integrated Circuit (ASIC) technology with a media-isolated, metal diaphragm design and offer six standard output options necessary for MK68 design improvements. Additionally, Honeywell transducers are the only brand compatible with existing equipment that maintains a total error band of 2% FSS within the harsh operating environments of the MK68. Prior to award, the Contracting Officer will determine that the order represents the best value and the lowest overall cost alternative considering price, recurring costs, administrative costs, and engineering and redesign costs.

MEMORANDUM
Subj: BRAND NAME MEMORANDUM TO ACQUIRE HONEYWELL BRAND PRESSURE
TRANSDUCERS
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name specific basis, for the acquisition of Honeywell brand pressure sensors. The clandestine mine project (CDM) in Code E64 is conducting testing on classified prototype systems. Competition will be limited to authorized resellers of Honeywell brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Description Part Number Qty
Pressure Transducer (MLH Series 300 PSI) 480-MLH300PSB51C 325
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. All equipment will be delivered no later thirty (30) days after award of the order.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. Authority: FAR 6.103-1(d) Application for brand-name descriptions.
Honeywell is the only brand of pressure transducers that will meet the Government’s needs for the following reasons. The NSWC PCD clandestine delivered mine (CDM) project requires the purchase of three hundred twenty five (325) Honeywell pressure transducers for designing the MK 68. The CDM MK68 is undergoing some design improvements, and the transducers being acquired will help facilitate these design improvements. These pressure transducers are required to combine Application Specific Integrated Circuit (ASIC) technology with a media-isolated, metal diaphragm design. These are the only pressure transducers that has six (6) standard output options that will increase the number of design improvements that can be made to the MK68. The Honeywell pressure transducers are required to test and develop prototype systems. These systems are vital to project goals and deadlines. These heavy-duty pressure transducers are an electromechanical device designed to measure the pressure of gases or liquids by converting physical force into an electrical signal. It acts as a sensor to monitor, control, or log pressure levels within the
MK68. This is the only brand of pressure transducers that are both compatible with existing equipment and has a total error band (TEB) of 2% FSS within the expected harsh operating environments of the MK68. Therefore, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.203.
Prior to contract award, the Contracting Officer will determine that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
As mentioned in paragraph 4 above, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
7. Any other facts supporting the justification:
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As mentioned in paragraph 4 above, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
