About this file
This is a Brand Name Justification memorandum from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), authorizing a firm fixed price purchase order for TrailerCaddy brand motorized trailers and accessories. The acquisition will be conducted using simplified acquisition procedures with a total dollar value exceeding micro-purchase levels but not exceeding the simplified acquisition threshold of $350,000.00.
The Government requires two TrailerCaddy 15k Lift 48V Heavy Duty motorized trailers with a comprehensive list of accessories and upgrades to support material handling of critical Unmanned Systems on shore and aboard US Navy ships. Required line items include two base trailer units (15,000 lbs. capacity with 48V power, digital controller, variable speed capability, and 18" solid tread steer tires), safety stop switches, safety horns, upgraded 18" heavy duty tires, king pin receivers, 8-battery AGM option with battery box frame, air release system with tank, service brake release option, safety lights, and custom shipping crates. The justification asserts that TrailerCaddy is the only brand meeting the Government's needs due to its specialized design for unmanned systems operations, compatibility with existing inventory to simplify maintenance procedures, interchangeability of parts, and single warranty source benefits. No competitive market research was conducted. The Contracting Officer determined the order represents best value and lowest overall cost alternative. The requirement will be synopsized on sam.gov as it exceeds $25,000.00. Competition will be limited to authorized TrailerCaddy distributors and resellers.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the items listed in Paragraph 3 of this document to support various Unmanned Systems. Unmanned Systems, have highly specialized operational, logistics, and maintenance profiles. TrailerCaddy brand products are the only material handling equipment that will meet this requirement for the following reasons. TrailerCaddy series of electric tugs and trailer pullers directly addresses the unique requirements of the Unmanned Systems listed above. Whether deployed in manufacturing facilities, research labs, or military and naval environments, the TrailerCaddy has become an essential support tool for unmanned systems for several key reasons. This requirement will be for additional TrailerCaddy equipment which would augment the existing material handling inventory. By purchasing the same brand of material handling equipment , the Government is able to simplify maintenance procedures (single warranty source for all systems reduces complexity and therefore labor costs in dealing with problems as they arise) and maintain interchangeability / maintainability of the parts and equipment. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the TrailerCaddy brand.
4. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
5. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, TrailerCaddy is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.
6. Any other facts supporting the justification.
None.
7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, TrailerCaddy is the only brand that can meet this requirement.
