About this file
This is a Brand Name Memorandum and Limited Source Justification for a firm fixed price purchase order issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida. The contracting activity is acquiring ninety (90) Honeywell MLH Series 300 PSI pressure transducers (Part Number MLH300PSB51C) for Purchase Request 1301347753. The acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. All equipment must be delivered no later than thirty (30) days after order award.
The justification limits competition to Honeywell brand equipment and authorized resellers, citing the transducers' unique technical requirements for the Clandestine Delivered Mine (CDM) MK68 design improvement project. Honeywell pressure transducers are specified as the only brand meeting program needs due to their combination of Application Specific Integrated Circuit (ASIC) technology with media-isolated metal diaphragm design, six standard output options, compatibility with existing equipment, and total error band of 2% FSS within harsh operating environments. The Contracting Officer determined the order represents best value and the lowest overall cost alternative considering price, recurring costs, administrative costs, and engineering and redesign costs. No market research was conducted among schedule holders, as the justification asserts Honeywell is the only brand capable of meeting the specified technical requirements for this classified prototype testing project.

Subj: BRAND NAME MEMORANDUM TO ACQUIRE HONEYWELL BRAND PRESSURE
TRANSDUCERS (PURCHASE REQUEST 1301347753)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare
Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts
Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name specific basis, for the acquisition of
Honeywell brand pressure sensors. Project WD in is conducting testing on classified prototype systems.
Competition will be limited to authorized resellers of Honeywell brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Description Part Number Qty
Pressure Transducer (MLH Series 300 PSI) MLH300PSB51C 90
Redacted. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold. Redacted. All equipment will be delivered no later thirty (30) days after award of the order. Redacted.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements FAR 6.302-1(a)(2)(iii)(C).
Honeywell is the only brand of pressure transducers that will meet the Government’s needs for the following reasons. The NSWC PCD clandestine delivered mine (CDM) project requires the purchase of ninety (90) Honeywell pressure transducers for designing the MK 68. The CDM MK68 is undergoing some design improvements, and the transducers being acquired will help facilitate these design improvements. These pressure transducers are required to combine Application Specific Integrated Circuit (ASIC) technology with a media-isolated, metal diaphragm design. These are the only pressure transducers that has six (6) standard output options that will increase the number of design improvements that can be made to the MK68. The Honeywell pressure transducers are required to test and develop prototype systems. These systems are vital to project goals and deadlines. These heavy-duty pressure transducers are an electromechanical device designed to measure the pressure of gases or liquids by converting physical force into an electrical signal. It acts as a sensor to monitor, control, or log pressure levels within the
MK68. This is the only brand of pressure transducers that are both compatible with existing equipment and has a total error band (TEB) of 2% FSS within the expected harsh operating environments of the MK68. Therefore, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
As mentioned in paragraph 4 above, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
7. Any other facts supporting the justification:
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As mentioned in paragraph 4 above, Honeywell is the only brand of heavy-duty pressure transducers that will meet program needs.
