1. BACKGROUND:
The Fleet Industrial Supply Center Puget Sound and the Puget Sound Naval Shipyard and Intermediate Maintenance Facility
(PSNS/IMF)
In support of COMPACFLT B/M Program requires testing, cleaning, inspection and emergency repair of the Suppression Systems on board COMPACFLT PNW B/M berthing barges; services cover 24/7 emergency calls and repairs.
2. SCOPE: The contractor shall provide
-Perform semi-annual / annual inspection of Suppression Systems and annual Gaylord kitchen range hood cleaning on board COMPACFLT B/M Program Berthing barges and emergency repairs on a "call" basis including parts and labor; semi/annual inspection/certification of paint lockers; CO2 bottles repair/certification on all COMPACFLT B/M barges;
“NO REPAIR WORK WILL BE PERFORMED OR PARTS WILL BE REPLACED UNLESS APPROVED/AUTHORIZED BY

o SEMI-ANNUL / ANNUAL KITCHEN RANGE HOOD CLEANING WILL INCLUDE:
o Check Pressure gauge indicator in operable range o All lead and wire seals are intact o There are no visible signs that system has fired or been tampered with o All piping and conduit immobilized with proper hangers and brackets o Position of all nozzle o Duct Plenum nozzles free of grease o Hood plenum nozzles condition o Nozzle need Correction/add o Replace all protective covers on nozzles o Replace fuse links o Test system operation with from terminal link for proper operation o Test system operation with manual remote for proper operation o Test system operation and proper operation of micro switch o System connected to bldg alarm o Panel model #_____ Alarm panel location:____ o System is now visible and free from obstructions o Inspection and service tag on system cylinder
Tank DOT date o Cooking surfaces should be protected o Proper hand portable extinguishers properly serviced o ANNUAL GAYLORD RANGE HOODS SYSTEM TESTING WILL INCUDE:
o All metal surface in the hood plenum o Grease filters o Duct transition from hood plenum to the bottom of the duct where the exhaust fan is situated o The exhaust fan and the fan blade o The duct plenum o The back flashing walls of the cooking appliance o Finishing touch of metal polish application to make SS metal hood plenum inside and outside shiny.
o Post a cleaning certificate on one side of the hood plenum in compliance with NFPA 96 of the fire code with month, date punched o Company’s name with address and contact phone number o A written service report on the spot will be issued for the service performed indicating the condition of the range hood, duct, exhaust fan, etc o Inspect exhaust fan electric wring o Ensure duct plenum interior is accessible per
Chapter 7- Exhaust Duct System NFPA #96 o Ensure access panel is in compliance with NPA
#96-7.4.3.4 & 7.4.4.1 o Exhaust fan hinges in compliance with NFPA
#96-8.1.1.1, Chapter 8 o Grease containment system around exhaust fan

CLIN 0003, Service – Emergency Calls and Repair Services
This line item covers 24/7 emergency calls/repairs to restore suppressions systems, range hood and Gaylord range hood to normal operations.
ADDITIONAL REQUIREMENTS
INSPECTION SCHEDULE: COMPACFLT B/M Barge Mgr or his rep will schedule testing/inspection. Contractor is required to contact COMPACFLT B/M Program four (4) weeks prior to scheduled inspection for additional instructions.
INSPECTION REPORT: Contractor to provide copy of Inspection/Maintenance Report in support of CLINs 0001 to 0003. Report shall be sent via e-mail to COMPACFLT B/M Program to Gov't Surveillance Officer (daniel.l.maryfield@navy.mil).
EMERGENCY REPAIR AND PARTS REPLACEMENT: Contractor shall provide an estimated list of materials, part numbers, quantities, and prices for repair parts found during inspection or emergency services via hard copy or email to Gov't Surveillance Officer (daniel.l.maryfield@navy.mil). No emergency repair parts shall be purchased without a modification to the task order adding additional funds. The government may also provide repair parts directly to the contractor based on the estimated items listed if it is in the best interest to the government based on availability and time constraints.
CALL-OUT PROCEDURES: Contractor must be able to provide reliable after hours, weekends and holidays telephone/cell numbers in case of emergencies.
NOTE: Contractors shall reference the attachment, Contractor Badging and Access Instructions, to enter base community areas as applicable.
3. QUALITY ASSURANCE REQUIREMENTS: COMPACFLT PNW B/M Program Manager or his designated representative is responsible for the quality oversight of services provided.
4. SECURITY: COMPACFLT B/M will determine if a DD254 is required prior to first inspection in accordance with (IAW) Contractor Badge and Access Instructions attachment, and coordinate with contractor for completion of necessary paperwork. There are no other known requirements for access to restricted areas or information connected with the performance of this task.
5. PLACE OF PEFORMANCE: The work to be performed under this contract will be performed at Puget Sound Naval Shipyard, within the CIA, pierside and onboard COMPACFLT PNW B/M berthing barges. Work within the industrial environment may involve physical demands (i.e. uneven walking surfaces, kneeling, stairs, etc.) and may necessitate the use of protective safety equipment which is to be provided by the contractor (i.e. hard hat, safety glasses, safety shoes, etc.).

7. OTHER CONSIDERATIONS:
7.1 Estimated Work Hours
Inspections and testing are scheduled for accomplishment between the hours of 8:00AM and 2:00PM, Monday through Friday; emergency repairs will be done on a call basis 24/7 if deemed necessary.
7.2 All technical clarifications will be coordinated through the Government Surveillance Officer.
