This is a Government Point of Entry (GPE) Announcement for a firm-fixed price purchase order. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida intends to award the contract to the University of South Florida (USF) for the development and delivery of a Raman Spectrometer for water contaminants. The requirement encompasses further development of an existing spectrometer technology that USF has invented and for which USF maintains patent rights. The spectrometer is currently used to detect contaminants in various gases, and the development effort will extend its capabilities to detect contaminants in other fluids.
The procurement is classified under NAICS Code 541330 with a small business size standard of $25.5 million. The Federal Supply Classification (FSC) is R425. The announcement indicates that USF possesses the sole proprietary knowledge and expertise necessary to execute this development work, which justifies the single-source award approach reflected in this GPE announcement.
