About this file

This is a Request for Quote (RFQ) for commercial products issued by the U.S. Navy for the production and delivery of C-130 aircraft jack assemblies and accessories supporting the Kinston Depot Stand-up and Kuwait Ministry of Defense Foreign Military Sales (FMS) program.

The solicitation requires manufacturing and delivery of eleven line items comprising various hydraulic jacks, jack manifold assemblies, and extension components with quantities ranging from 1 to 40 units per item. All items are priced on a firm fixed-price basis. The contract incorporates DFARS Item Identification and Valuation requirements (DFARS 252.211-7003), mandating DoD unique identification or recognized equivalents for delivered items. Delivery is scheduled for September 10, 2027, with FOB Destination for domestic CLINs 0001-0009 to Fleet Readiness Center East at Cherry Point, North Carolina, and FOB Origin by DCMA for CLINs 0010-0011 destined to Kuwait via Compass Forwarding. The solicitation is set aside for women-owned small businesses (WOSB) with a NAICS code 336413 and size standard of 1,250 employees. Inspection and acceptance will be conducted at destination by FRC-E for domestic items and at origin by DCMA for FMS items. Offerors must provide complete pricing for all line items with explicit standard and expedited lead times in calendar days after receipt of order, with no blank fields permitted. Award will be made on a best-value basis considering delivery lead time and price as equally weighted factors, with potential for partial buys to fulfill requirements.

FOB Origin

For FOB origin CLINs, to arrange transportation via DCMA:

Please log into eTools with your User ID at http://etools.dcma.mil and click on the External Web Access Management (EWAM) icon. If you don't have an account, you'll need to create one for their Shipment Instructions Request (SIR) website at http://etools.dcma.mil. To access the SIR tool first go to the URL http://www.dcma.mil and click on the menu item "e-BUSINESS" which will take you to a new menu page which has DCMA e-tools.

Under "Shipment Instructions Request" there are three additional menu items; "Overview", "How to Use' and "How to Access." When you click on "How to Access" you will be taken to the Register in EWAM logon page. Your user id and password will be good for DCMA administered contracts within the United States. If a new user cannot find his organization or company name in the pick list, he should go all the way down to the bottom of the list and click on "Other"; the word Other followed by three dots. This will allow the user to type in the name of his company. When you have a user id and password you will then complete a SIR request for shipment processing by the Transportation office. If you need help using either EWAM or the SIR e-tool, there are tutorials that can be accessed by clicking on the "How to Use' button. You can contact their IT helpdesk at 1-888-576- DCMA for assistance.
