About this file
This file is a Questions and Answers (Q&A) document for a federal contract solicitation addressing gravel delivery and stockpiling services.
The requirement calls for delivery and stockpiling of 850 cubic yards of Gradation T 1-inch road base material at a trailhead parking area adjacent to Bloomington Road/Forest Road 30409. The solicitation is a small-business set-aside with an estimated delivery period of 15 calendar days from the Notice to Proceed, with a target start date of June 1, 2027. Delivery hours are restricted to normal business hours Monday through Friday, 0800-1630. Material will be measured and accepted via certified load tickets collected by Forest Service personnel at delivery, and payment will be based on actual cubic yards delivered upon full acceptance, with invoices submitted to www.IPP.gov and payment typically made 14 days after government approval. The contract is classified as a supply action requiring completion of SF1449 forms. No option periods, progress payments, wage determination requirements, or project-specific permits are applicable. The contractor is responsible for providing all equipment, staffing, and traffic control planning necessary to stockpile material at a Forest Service-designated location; traffic control is incidental to the contract, and while the road will not be closed to public traffic unless the contractor's traffic control plan determines closure necessary, the contractor must then maintain that closure. Highway-legal loads are permitted, though contractors are strongly urged to conduct pre-bid site visits as Bloomington Road is narrow, winding, and experiences high tourist traffic, with smaller trucks recommended; production gradations and associated laboratory tests are sufficient for compliance demonstration, and any approved gravel source meeting specifications is acceptable.

Approved gravel source The requirement describes Gradation T as "16402 1-inch Road Base-Early Pit." Is Early Pit a mandatory source, or may an offeror supply equivalent gravel from another pit that meets Attachment 3? Please identify any source approval requirements.
May use any source that meets the specifications
Material testing and acceptance What test reports, sampling frequency, laboratory qualifications, and report age are required to demonstrate Gradation T compliance? Please confirm how the allowable deviations and plasticity-index footnote in Table 703-3 will be applied and identify any additional quality specifications beyond gradation.
Production gradations and associated lab tests would suffice.
Cubic-yard measurement Is the 850-CY quantity measured as loose material in trucks, stockpiled material, or compacted material in place? What measurement and acceptance documentation is required? If the supplier sells by ton, may certified scale tickets be used with an approved tons-per-CY conversion, and who approves that conversion?
Material will be measured by certified load ticket collected at delivery.
Quantity variation and payment The RFQ permits a 10% increase or decrease caused by loading, shipping, packing, or manufacturing conditions. Please confirm whether payment is based on accepted actual CY at the quoted unit price, how a variation is authorized, and whether the stated quantity is an estimate or a required delivery amount.
A. Material will be measured by certified load ticket collected at delivery. Required amount for delivery of 850 CY of material. Payment is based on actual delivery.
Unloading versus placement work Does the contractor only supply, haul, and unload gravel, or must it also spread, grade, water, or compact the material? Who supplies any loader or placement equipment? Please provide the unloading or stockpile plan and identify the party responsible for final placement.
Material is to be stockpiled at a location marked by the FS adjacent to the existing trailhead parking. Contractor is responsible for whatever equipment and staffing they deem necessary to stockpile the material adjacent to the parking area.
Road access and truck restrictions Please provide current access-road conditions and restrictions for Forest Road 30409, including allowable truck and trailer configurations, gross weights, axle loads, bridge limits, road width, grades, and any seasonal restrictions. Are full-size tractor-trailer end dumps or belly dumps permitted?
A. Highway legal loads are allowed, however; the contractor is strongly urged to visit the site pre-bid as Bloomington Road is very narrow and winding with a lot of traffic
Delivery-site maneuvering and coordination Is adequate staging, turnaround, and unloading space available at the trailhead? Please identify designated waiting and unloading areas, restrictions on simultaneous trucks, the on-site receiving contact, and whether unloading requires an appointment or government personnel to be present.
A. Trailhead is teardrop shaped with an approximate 65’ turning radius. Material will be stockpiled adjacent to parking area. Government should be notified in advance so they can be on site to confirm delivery.
Traffic-control scope Please specify the required closure limits, hours, signs, barriers, flaggers, public notices, emergency access provisions, and traffic-control plan approval process. Who authorizes the road closure, and must the contractor provide certified flaggers or any minimum staffing level?
A, Submitting a traffic control plan for review is the contractor’s responsibility. Typically, we expect signs/barricades/drums/message boards as deemed necessary by the contractor’s plan.
Keep in mind this is a very high-use location, with lots of traffic and people. Traffic Control is considered incidental to the contact. The road will not be closed to the public, unless the contractor developed traffic plan determines it is necessary. In that case, the contractor is responsible for maintaining the closure.
Delivery schedule and Notice to Proceed The RFQ lists June 1-15, 2027, while the SOW establishes 15 calendar days from the Notice to Proceed and estimates a June 1 start. Which controls if the NTP date changes? Please confirm delivery hours, weekend availability, daily delivery limits, and required notice before mobilization.
A. Contracting officer will issue the notice to proceed. Delivery should occur during normal business hours Mon-Fri, 0800-1630. Period of Performance is estimated. Program has requested a 06/01/2027 start date for delivery. All product should be delivered within 15 days.
Weather, access delays, and road upkeep How will snow, unsafe road conditions, government closures, or receiving delays affect the completion deadline? Please identify the contractor's responsibility for dust suppression, cleanup, road maintenance, and repair of hauling-related damage, and how government-directed standby or rescheduling will be handled.
A. Contractor is responsible for determining safe delivery conditions. If the road is inaccessible, delivery schedule will be revised by the government as needed.
Required offer form and attachments Page 11 refers to a signed SF1442 but also directs completion of blocks on SF1449 that differ from the supplied cover form. Please confirm the correct form and blocks to complete, the required separate PDF files, and whether any additional certifications must accompany the quote.
A. Complete the form provided with the solicitation. This is a dual-purpose statement depending on which form applies. SF1442-Construction SF1449-Supply. This is a supply action. See revised RFQ.
Base period, options, and pricing structure The evaluation language refers to base and option periods, but Attachment 1 contains only item 0001 for 850 CY. Please confirm that no option periods or additional line items apply and that the unit price must include gravel, hauling, unloading, temporary traffic control, and all other required costs.
A. This is a delivery only requirement. There are no option items or option periods. All costs are incidental to the delivery.
Small-business reseller and subcontracting eligibility Please confirm whether a small-business reseller may quote using a separate gravel producer and hauling subcontractor under NAICS 212321. The cover form marks a small business set-aside, while FAR 52.219-6, 52.219-14, and 52.219-33 are unchecked. Please clarify the applicable requirements and whether an amendment is needed.
A. This is a small business that sets aside solicitation. See Revised RFQ.
52.219-14 and 52.219-33 do not apply to this acquisition. Award will only be given to a small business.
Permits, insurance, and labor requirements Please identify any project-specific hauling or road-use permits, insurance limits, bonding, safety training, or traffic-control certifications required. Does a wage determination or other contract labor requirement apply to hauling or traffic-control personnel? None is included in the supplied attachments.
A. Payment will be upon full acceptance. No progress payments. Invoices are to be submitted to www.IPP.gov. Payment is usually made 14 days after approval of the invoice by the government.
Whether the contractor must provide traffic-control personnel/flaggers, signs, cones, barricades, or other equipment.
A. Submitting a traffic control plan for review is the contractor’s responsibility. Typically, we expect signs/barricades/drums/message boards as deemed necessary by the contractor’s plan. Keep in mind this is a very high-use location, with lots of traffic and people. Traffic Control is considered incidental to the contact.
Would a truck-and-pup dump truck configuration be permitted for delivery to the Bloomington Canyon Trailhead project site, including access through the port/gate and along the delivery route to the designated unloading location?
A. Permitted but not advised. The road is long and winding with a fair amount of tourist traffic.
Schedule and Road Conditions: Given the elevation, will the Government adjust the start date if snow or wet road conditions prevent access in early June 2027? Can the Notice to Proceed date be coordinated with the contractor?
A. Yes. Coordination with the awarded contractor will be made based on the conditions at the time of the delivery.
Given the narrow mountain access road, are there any restrictions on truck size, configuration, or weight? Specifically, would full-size tandem or tri-axle dump trucks be able to access the trailhead safely, or are smaller trucks required?
A. There is no regulatory restriction on truck size, but contactors are responsible for determining for themselves what size truck they want to utilize given the terrain, road alignment, and traffic levels. Recommendation is smaller trucks.

Regarding the temporary traffic control requirement, considering the remote location and the estimated June 2027 performance period, will the Forest Service already have the access road closed to public traffic, or is the contractor responsible for establishing and maintaining the closure of this road as well?
A. The road will not be closed to the public, unless the contractor developed traffic plan determines it is necessary. In that case, the contractor is responsible for maintaining the closure.
Current package: Please confirm the current RFQ, Schedule of Items, SOW, gradation table and all amendments, and whether a site visit, sample or product/source test report is mandatory with the offer.
A. See Revised RFQ-Submit Completed 1449, Schedule of Item, Signed SF30 Amendment, Production gradations and associated lab tests would suffice.
Access and receiving: Please confirm authorized delivery days/hours, staging and unloading points, allowable truck/trailer configurations, route weight/length restrictions and responsibility for verifying access along Forest Road 30409. Who receives and verifies each load?
A. Highway legal loads are allowed, however; the contractor is strongly urged to visit the site pre-bid as Bloomington Road is very narrow and winding with a lot of traffic Material is to be stockpiled at a location marked by the FS adjacent to the existing trailhead parking. Delivery should occur during normal business hours Mon-Fri, 0800-1630. Material will be measured by certified load ticket collected at delivery by FS personnel.
Wage determination does not apply to this action.
