PERFORMANCE WORK STATEMENT

1.0 SCOPE

1.1 OBJECTIVE

The objective of this requirement is to acquire contractor services to perform modeling analysis to refine potential Reclamation benefits from the Los Vaqueros Expansion Phase 2 (LVE2) project.

1.1.1 Contra Costa Water District (CCWD) is proposing to enlarge Los Vaqueros Reservoir from 160 thousand acre-feet (TAF) to 275 TAF to better manage water quality for its delivery area. The additional storage volume and conveyance facilities associated with the project can be leveraged to provide water supply and operational flexibility benefits for a range of potential partners. The Bureau of Reclamation (Reclamation) wants to examine multiple scenarios by expanding on analysis performed to date.

1.1.2 The modeling analysis will include simulation of operations of several ongoing projects within the Central Valley Project that will determine how additional storage volume and conveyance facilities can be leveraged to provide water supply and operational flexibility benefits.

1.2 BACKGROUND

1.2.1 Los Vaqueros Reservoir is in the Kellogg Creek watershed of Contra Costa County, California. The study area includes the Los Vaqueros Reservoir watershed and associated facilities, central and south Delta, and the service areas of potential Bay Area partner water agencies. Due to the potential influence on other programs and projects, the study area also includes the CVPIA Refuges, operational areas of the Central Valley Project (CVP) and State Water Project (SWP), and the service areas of other water agencies that may be indirectly affected (for additional project information please refer to https://www.usbr.gov/mp/vaqueros/docs/lve-fr-exec-summary.pdf).

1.2.2 The project was first authorized within Public Law 108-361; Water Supply, Reliability, and Environmental Improvement Act, October 2004 as one of the five surface water storage studies recommended in the CALFED Bay-Delta Program (CALFED) Programmatic Environmental Impact Statement/Report (PEIS/R) and Programmatic Record of Decision (ROD) from August 2000. The project is additionally authorized as a State-led project under the Water Infrastructure Improvements for the Nation (WIIN) Act.

3.0 TASKS

TASK 1 - Develop New CalSim2 Modeling Scenarios

Use CalSim2 to model new scenarios which depict potential benefits to Central Valley Project (CVP) operations including operational flexibility and refuge water supplies. Model runs will explore CVP use of storage in the expanded 275 TAF reservoir, use of the Los Vaqueros Expansion Phase 2 (LVE2) project conveyance facilities, and explore effects to the entire CVP system. The Contractor shall ensure that all models developed under this contract have the flexibility to accommodate updates to regulatory criteria. When all subtasks are completed, the Contractor will provide a written technical memo and briefing presentation.

Subtask 1.1 - CVP Use of Storage Capacity in Expanded Los Vaqueros Reservoir as Served by CCWD Conveyance

Model CVP use of storage capacity in expanded Los Vaqueros Reservoir. This task incorporates modeling use of CCWD’s conveyance facilities to store water in Los Vaqueros Reservoir. A scenario will be modeled using CalSim2, and will be developed and refined in coordination with CGB Region’s Water Supply and Operations Analysis Branch.

Subtask 1.2 - CVP use of CCWD Conveyance Facilities https://www.usbr.gov/mp/vaqueros/docs/lve-fr-exec-summary.pdf

Model a scenario in CalSim2 that allows CVP use of CCWD conveyance facilities (at times when Jones Pumping Plant is at maximum capacity) in conjunction with storing CVP water in the Federal portion of San Luis Reservoir.

A scenario will be developed and refined in coordination with the CGB Region’s Water Supply and Operations Analysis Branch and may include current rescheduling policies for San Luis Reservoir and direct delivery to CVP contractors. The current rescheduling policies will be provided by Reclamation.

Subtask 1.3 – Combination of Results

Combine CalSim2 models from Subtask 1.1 and Subtask 1.2 to maximize Federal benefit by using a combination of CCWD’s conveyance capacity, storage availability in LVE2, and storage capacity in the Federal portion of San Luis Reservoir.

TASK 2 - Analyze Operations Controls

In parallel with scenarios being developed in Task 1, analyze operations controls to identify additional opportunities for developing Reclamation benefit. Results will be analyzed in a spreadsheet tool provided by CGB Region’s Water Supply and Operations Analysis Branch which calculates specific controls on CVP and State Water Project (SWP) operations in the CalSim2 model. Detailed knowledge about upstream control (storage releases needed for instream flow requirements) vs. export controls (pumping capacity, regulatory limits) can inform additional modeling efforts in Task 3. The Contractor will provide a written technical memo and briefing presentation describing results of this analysis and proposed next steps for Task 3.

TASK 3 – Additional CalSim2 Scenarios

Use CalSim2 to model 3 additional scenarios, informed by the outcome of Tasks 1 and 2, and defined in coordination with the CGB region’s Water supply and operations analysis branch. Examine how LVE2 integration would work with potential fundamental CVP re-operation. Scenarios may include elements such as integration of LVE factors in CVP allocation, circulation of water from the San Joaquin River Restoration Program recapture and recirculation program, CVP contractor transfers, operational flexibility options, dedicated CVP volume in LVE, and other CVP management aspects. For each alternative, evaluate system benefits, tradeoffs, and consequences. The Contractor will provide a written technical memo and briefing presentation describing results of the 3 scenarios.

TASK 4 – Comparison of Modeling Scenario Results

Compare results of all modeled scenarios in a spreadsheet format designed to visualize all aspects of CVP/SWP operations, main system flow locations, deliveries, and environmental/regulatory compliance. Identify tradeoffs such as storage shifts (North of Delta vs South of Delta) or delivery reliability (dry year vs wet year). Determine implications for Delta outflow, Jones exports, Banks exports, and SWP operations. The Contractor will provide a written technical memo and briefing presentation describing results of this analysis.

TASK 5 – Coordination and Process Documentation

The Contractor shall support Reclamation by providing ongoing coordination and communication related to scope of analysis, tasks, schedules, and related analysis tools. The Contractor shall, at the time of or prior to submitting invoices, provide Reclamation with Technical Memos describing analysis achieved upon the completion of each Task. Technical Memos shall briefly describe the strategy to approach the work related to the task.

The Contractor shall maintain a project file that documents the process of the developing the analysis and other related documentation. This shall include meeting notes as well as reports and other documents. Upon completion of the modeling analysis, or as otherwise requested by the PM during the contract performance period, the Contractor shall provide Reclamation with a complete set of the project file. The project file shall include electronic copies of all documents referenced in the Technical Memos. All electronic copies must comply with Section 508 of the Rehabilitation Act as amended in 1998, which requires all electronic documents to be accessible to people with disabilities.

The Contractor shall be responsible for participating minimally in weekly 1-hour teleconferences or in-person meetings with the Reclamation point of contact to discuss progress of analysis, critical path items, and potential problems/solutions to maintain the critical path. The Contractor shall be responsible for preparing agendas and taking notes at all meetings and providing a summary of action items within one week after the meeting date.

Tasks 1 through 5 will be completed within six months of the contract award date consistent with the delivery dates identified in Section 4.0. Optional Tasks 6 through 9 will be completed within two years from the contract award date.

OPTIONAL TASK 6 – Regulatory Criteria Flexibility

The Contractor shall ensure that all models, as developed for storage projects being serviced by the CVP, have the flexibility to accommodate updates to regulatory criteria – anticipating evolving State Water Resources Control Board (SWRCB) and/or National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Services (FWS), and California Department of Fish and Wildlife (CDFW) perspectives. This optional task covers an update of regulatory criteria in all models developed for this contract. The Contractor will provide a written technical memo and briefing presentation describing changes in modeling results due to updated regulatory criteria.

OPTIONAL TASK 7 – Model Scenarios with Other Storage Projects

The Contractor shall incorporate LVE2 scenario models with other CVP storage project operational analyses to identify potentials for conflicts or enhanced benefits; similarly, review Reclamation modeling efforts which may link LVE with other storage projects. Three additional scenarios including other storage projects will be modeled using the current CalSim model. The Contractor will provide a written technical memo and briefing presentation describing results of this analysis.

OPTIONAL TASK 8 – Modeling LVE2 Partner’s Demands

The Contractor shall model a scenario in CalSim which accommodates flexibility in representing LVE2 partner storage and delivery demands. This scenario would include results of Voluntary Settlement Agreements, transfers, or shifts in regulatory criteria (as described in Task 6). The Contractor will provide a written technical memo and briefing presentation describing results of this analysis.

OPTIONAL TASK 9 – Port LVE2 Implementation into CalSim3

The Contractor shall port LVE2 implementation into CalSim3. CalSim3 has a much higher resolution than CalSim2, which will require conveyance representation and implementation of project partner and beneficiary operations to be updated. Deliveries of LVE2 project water will need to be routed to more demand units in the model, and specific conveyance needs will have to be considered. The LVE2 scenarios will have to be adjusted as necessary from the CalSim2 to the CalSim3 version to account for updated representation of facilities in the CalSim3 model. For example, scenarios including San Luis Reservoir storage will need to be updated. In CalSim3, San Luis Reservoir is represented as a shared single reservoir instead of separate facilities (CalSim2). The Contractor will provide a written technical memo and briefing presentation describing differences in results from CalSim2 to CalSim3.
