About this file
This is a Buy American Certificate form (FAR 52.212-3(f)) for federal contract solicitation 140R2026Q0011. The form is a template used when the Buy American-Supplies clause (FAR 52.225-1) is included in a solicitation, requiring offerors to certify the domestic or foreign origin of end products being offered.
The certificate requires offerors to certify that each end product is domestic, except for those specifically listed as foreign end products in the form. Offerors must separately identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign products, indicate whether they exceed 55 percent domestic content (except for COTS items). Additionally, offerors must list line item numbers of domestic end products containing critical components as defined in FAR 25.105. The form includes blank tables for offerors to complete with line item numbers, country of origin for foreign products, and domestic content percentages. The government will evaluate all offers according to the policies and procedures outlined in FAR part 25.
