About this file

This document is a Technical Specifications statement for a Near Infrared Reflectance Spectroscopy (NIRS) system required by the Government for the USDA Agricultural Research Service laboratory in Fargo, North Dakota.

The Government requires one complete laboratory-grade NIRS system capable of nondestructive analysis of whole grain cereal samples. The system must be fully compatible with existing proprietary FOSS calibration libraries maintained by USDA ARS without requiring redevelopment or conversion of calibration models. The system shall support validated calibrations for cereal grain constituents including protein, moisture, fat, fiber, ash, and starch, and include an integrated automatic sample handling system for unattended sequential analysis of multiple samples. The analytical software must support instrument operation, calibration management, data collection, reporting, and export of results suitable for research applications in cereal breeding, genetics, grain quality, and agricultural research. Required system components include the NIRS analyzer, integrated automatic sample changer, manufacturer-supplied cereal grain calibration package, instrument operating software, autosampler software, remote instrument communication capability, accessory kit (sample cups, holders, spare lamps, calibration verification accessories, Ethernet cables, power supply), dedicated workstation computer with monitor, wireless keyboard and mouse, and automated wavelength standardization and instrument performance verification features.

Deliverables include initial operator training, three custom calibration transfers or equivalent manufacturer calibration support, one year of manufacturer SmartCare preventative maintenance agreement, delivery and complete installation at USDA ARS Fargo, initial instrument setup and verification, on-site operator training for Government personnel, and user manuals and warranty information. The instrument shall be factory calibrated, fully assembled, tested, and ready for operation upon installation completion. The contractor must provide technical support and warranty services through the manufacturer or authorized representative while preserving compatibility with the laboratory's existing FOSS calibration libraries and historical analytical datasets.
