All applicators must possess a current valid Commercial Applicator's License from the Colorado Department of Agriculture with endorsement #106 for Forest Pest Control. The contractor shall furnish all labor, equipment, supervision, insurance, transportation, supplies, and incidentals. Attachment 1: Statement of Work

1. DESCRIPTION/STATEMENT OF WORK

The purpose of this contract is to secure services for spraying designated (flagged) ponderosa pine (Pinus ponderosa) trees in several campgrounds and developed recreation sites. Spraying will be done with carbaryl, currently the only approved insecticide for mountain pine beetle available for use on the Pike National Forest. Sites are located across the South Platte, Pikes Peak, and South Park Ranger Districts of the Pike National Forest. Spraying will occur for the prevention of mountain pine beetle (MPB) (Dendroctonus ponderosae) infestations prior to MPB flight. The Contractor shall furnish all labor, equipment, supervision, workman’s compensation, unemployment insurance, transportation, supplies, and incidentals, to perform all work necessary to spray ponderosa pine trees for MPB.

Estimated trees to be sprayed at the different locations on each District are not to exceed the quantities stated in the Schedule. It is anticipated that some trees may replace trees lost due to weather or bug infestations over the course of the year.

2. SPECIFICATIONS:

2.1 Key Personnel and Required Qualifications or Certifications

The Contractor and all applicators involved with this contract shall have a current valid Commercial applicators Licenses issued by the Colorado Department of Agriculture with a specific endorsement of #106 Forest Pest Control. A copy of such certification and Licensing must accompany the contractors initial bid package. This license shall always be in the possession of all applicators during the application of pesticides on National Forest lands. The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits, licenses, insurance, transportation and incidentals necessary to perform spraying of conifers for which the desired outcome is in strict accordance with the standards specified in this performance work statement. The contractor is required to follow the state and chemical label requirements for applying, storing, mixing, transporting, clean-up, and disposal of pesticides. All safety procedures and equipment will comply with chemical label requirements and local, state and federal laws.

2.2a All bole surfaces, including root collar and exposed roots, must be treated with insecticide. All trees shall be sprayed on all sides up to a minimum of 50 feet, or to the point where the diameter of the trunk is less than 5 inches in diameter, whichever is less. The applicator cannot choose to ignore a particular face of the tree due to a heavy component of tree branches on one or more bole faces. This means the applicator may have to reposition four or more times to ensure coverage on all bole faces. Depending on tree size, the amount of spray applied must be sufficient to soak the bark, resulting in wetting of area underneath the bark flakes.

2.2b Spraying treatments should occur in early morning hours to limit exposure to the wind. Treatments should not be applied if wind exceeds 5 miles per hour, if wetting precipitation has occurred two hours before the start or is predicted within the following two hours after application.

2.2c Do not apply insecticide within 75 foot of saturated ground, standing water, snowbanks, streams, or lakes. Do not spray when winds are greater than 5 miles per hour.

2.2d All improvements (kiosks, signs, picnic tables, camp grates, dumpsters, water faucets and hydrants) that may be subject to spray drift or contamination shall be covered with plastic tarps or sheeting. Garbage bags may be used to cover smaller signs, water faucets, and hydrants. Plastic coverings shall remain in place until any spray residue has dried but will be removed and disposed of properly before the end of the contract.

2.2e The insecticide used will be carbaryl and properly formulated following label directions for bark beetle applications. The application rate to be applied is specified on the label for bark beetle insecticide treatments.

2.2f Forked trees – approximately 10% of the trees to be sprayed are forked trees. The Forest Service counts forked trees as one tree.

2.2g Designated trees for spraying will be indicated using flagging around the bole of the tree at DBH (4.5’). A dot will also be sprayed at the base of each designated tree above a tree tag to indicate a spray tree by the government prior to spray operations. Flagging and paint color will be discussed prior to the start of spray operations. Post spraying, flagging will be pulled by contractors and disposed of properly.

2.2h Timing of spraying will occur in fall after campgrounds close (as early as October 1) or in spring as early as when conditions allow (significant snow has melted) in April-May 2027 and will be completed prior to campground opening dates, approximately May 16th, 2027. In sites with more flexible opening dates or dispersed campsites, completion dates can be negotiated further beyond May 16th, 2027 with approval from District recreation staff and leadership.
