About this file

Summary

This is a "Only One Source Able to Provide the Products, Services, or Solutions Under the Simplified Acquisition Threshold" justification document (Identification Number: 1174643) issued by the United States Department of Agriculture. The document justifies restricting competition for a single-source acquisition with the USDA's ARS, Genetics & Sustainable Agriculture Research Unit (Requesting Activity) through the IT Contracting Branch, Forest Service (Contracting Activity).

The acquisition involves procurement of a drone capable of integrating a MicaSense Altum-PT sensor for agricultural research purposes. The drone must measure real-time soil temperatures and enable remote sensing-based management decisions, requiring a custom gimbal and software integration with the specified sensor. The suggested source is Wispr Systems. The justification argues that the WISPR SkyScout 2+ is the only drone platform that fully supports the MicaSense Altum-PT sensor due to its purpose-built payload system, modular SkylPort architecture, ArduPilot-based flight controller, and open architecture design that eliminates the need for custom wiring or third-party adapters. The document notes that major drone manufacturers have moved toward closed ecosystems restricting third-party payloads, creating a market gap that only the SkyScout 2+ addresses. Market research confirmed no comparable alternative sources exist. Both Technical/Requirements Personnel and Contracting Officer certifications are included, confirming the requirement meets the government's minimum need and supporting data accuracy.

Under the Simplified Acquisition Threshold Identification Number: 1174643

Rev. 10/29/25

In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Federal Acquisition Regulation (FAR) 8.401 and General Services Administration Regulation (GSAR) 538.7104-3 (a), the following documents the decision to restrict competition for this acquisition.

(1) Mission Area and Contracting Activity.

Requisition Number: 1174643

Requesting Activity Agency:

ARS, Genetics & Sustainable Agriculture Research Unit

Contracting Activity: IT Contracting Branch, Forest Service

(2) Estimated Value

(3) Brief Description of Supplies or Services

This acquisition involves procurement of a drone that can integrate our MicaSense altum pt sensor.

This sensor is paramount to our agricultural research. It will allow us to measure real time soil temperatures and make management decisions based off the information collected using remote sensing. The drone must have a custom gimbal and software integration for this MicaSense altum pt sensor.

(4) Suggested Source

Wispr Systems

(5) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

The SkyScout’s modular SkylPort architecture provides the exact power, data, and triggering

Its open, ArduPilot advanced multispectral and thermal capture workflow, something most closed commercial drones can’t offer. For buyers, this means lower integration risk, faster deployment, and a truly
