About this file
This is a specifications document for a Request for Quotation (RFQ) issued by the Department of Agriculture Forest Service for the purchase and delivery of 2,480 tons of Class II aggregate base to four locations within the Devil's Garden Ranger District of Modoc National Forest. The contract period runs from October 1, 2026 through September 30, 2028, with delivery occurring on an on-call, as-needed basis. Deliveries must be split evenly among four pit locations: Flats, Cold Creek, Double Devil, and Sagehen, each identified by specific coordinates.
Materials must conform to California Department of Transportation (Cal Trans) standard specifications for Class II aggregate base and must be free of organic matter, deleterious substances, and reclaimed materials such as asphalt concrete, portland cement concrete, or cement-treated base. Grading requirements specify a 3/4-inch maximum sieve size with defined percent-passing ranges across multiple sieve sizes (1 inch through No. 200). Quality requirements include a minimum Sand Equivalent value of 21 (operating range) with contract compliance at 18, and a minimum R-value (Resistance) of 50. The awarded vendor must provide one initial test to document material compliance with both aggregate grading and quality requirements specifications.
