About this file
This is a Statement of Work for the rental of two rubber-tracked diesel skid steers for fuels reduction projects on the Nebraska National Forests and Grasslands, Bessey Ranger District.
The contractor must provide two (2) skid steers with a manufacturing date of 2022 or newer, minimum 95 horsepower engines, and lift capacity greater than 3,000 lbs. Each unit must feature rubber tracks with fall-over protection, functioning heating and AC, high and low flow hydraulics with both fittings, impact-resistant windows for clear visibility, 8-pin electric auxiliary hydraulics connectors, and joystick controls (not foot pedals). The equipment must be capable of supporting an 85" Virnig large capacity skeleton grapple and loads of eastern red cedar trees while operating across sandy rolling terrain. Specifications are equal to or greater than a Kubota SVL95. The equipment will be used to pile downed trees during fuels reduction work, with expected usage of 300-600 hours per year and daily use not exceeding approximately 10 hours per day.
The rental period is 12 months beginning September 1, 2026, through August 31, 2027, with delivery required to Nebraska NF, Bessey Ranger District, 40637 River Loop, Halsey, NE 69142. Points of contact are Jason Coffman (Jason.coffman@usda.gov, 308-533-2257 Ext 8110) and Natalie G'Schwind (Natalie.gschwind@usda.gov, 308-633-8103 Office, 308-636-8636 Cell). The government will provide no furnished equipment. USDA Forest Service personnel certified as equipment operators will operate the skid steers; therefore, contractor-provided operators and associated travel are not required. Project
Nebraska NF / Bessey RD 2026/2027 CON FIR 2 each Skid steer Rentals
General Information
Rental of two (2) rubber tracked diesel skid steers with 95 horsepower or greater engines, lift capacity of greater than 3,000 lbs. Heat/AC, High and Low flow hydraulics with both fittings on skid steer, impact resistant windshield, windshield and other windows must be clear and have good visibility, fall over protection, electrical fitting for auxiliary hydraulics. Joystick controls (not foot pedals) for piling trees during fuels reduction projects in the Nebraska Sandhills.
1.0 Scope of Work
During fuels reduction work projects, 2 skid steers will be required to pile trees. This equipment must be able to lift and move load of at least 3,000 lbs. across sandy rolling terrain.
2.0 Background
In order to meet the obligation of Joint Chiefs targets on the Nebraska NF&GL, the government would benefit from renting or leasing equipment rather than owning the equipment. The Forest Fleet Manager has considered the maintenance, fuel consumption, and budget in making this decision. The alternative of procurement was considered and deemed not to be an option due to fleet reductions; funding is short term and would not be available beyond the 2 years of available funding allotted to this Forest.
The Nebraska National Forests and Grasslands, Bessey Ranger District, Halsey, NE has multiple personnel certified to operate this type of equipment. A fully qualified mechanic or a fully qualified operator will conduct a mechanical inspection to document the reliability and safe condition of all rental/leased equipment before being placed into operations and prior to return. All charges will be charged to the benefitting program for the cost of any inspections, fuel, and any damage as agreed to in the contract(s). As per Matt Tschacher, Nebraska NF and GL Fleet & Equipment Specialist (see signed document “A05b-Rental-Leases_vs_Precure_Fleet Approval-1171404)
Contractor Requirements
3.0 Technical Requirements / Tasks
• Downed trees will be piled using an 85” Virnig large capacity skeleton grapple (supplied by USFS). Depending upon tree density, skid steers may be required to travel across rolling sand hills to downed trees, and pick up multiple trees at a time. May also be used to operate a tree saw with high flow hydraulics to cut trees that may have been missed by cutting crew. This skid steers will not be used for primary cutting of trees only minimal use can be expected.
• Unload skid steer at job site, follow behind cutting machines, pile trees, cut any trees that were missed by the main cutting.
• Machines will be inspected upon delivery during government work hours which are typically 0730-1600 CST. To make sure machines meet government specifications and check overall condition of machine.
