About this file
This is a Statement of Work (SOW) for urgent tree work at the United States National Arboretum in Washington, DC, following severe storm damage. The Government seeks Firm Fixed Price (FFP) quotes from experienced arboricultural contractors to perform tree cutting (removal) and trimming/pruning services in accordance with ANSI A300 pruning standards and ANSI Z133 safety requirements.
The scope of work includes three primary services: tree pruning/trimming (crown cleaning to remove dead, dying, diseased, broken or crossing branches with selective thinning as directed); tree cutting/removal (safe dismantling and felling of damaged or hazardous trees with sectional rigging where required); and debris management (chipping woody debris less than 6 inches into mulch at Government-designated locations and stockpiling larger wood). All work must be performed under supervision of an ISA Certified Arborist with at least two experienced climbers and one ground worker present during climbing operations. A dedicated rescue kit must remain on-site at all times. Contractors must barricade work zones, post signage, use turf protection mats for off-road access, and coordinate heavy equipment use with the Contracting Officer's Representative (COR). Normal work hours are 6:30 a.m. to 4:00 p.m., Monday–Friday, excluding Federal holidays.
Pricing shall be Firm Fixed Price per tree based on Diameter at Breast Height (DBH) measured at 4.5 feet above ground. The pricing schedule includes three DBH ranges for cutting/removal (8"–20": 36 trees; 21"–34": 80 trees; 35"+: 29 trees) and pruning/trimming (24 trees). Unit prices must include access, rigging, traffic/pedestrian control, debris management, and restoration; no Time & Materials or Labor-Hour pricing is permitted. A coordinated site visit is scheduled for Monday, September 21st, 2026 at 10:00 a.m. (contact: Daniel Jewett, 202-341-0917), and attendance is strongly recommended but not required. Quotes are due within two business days (approximately 48 hours) after the site visit concludes and must include the completed Pricing Schedule, brief approach, safety plan, proof of ISA Certified Arborist supervision, and confirmation of ANSI standards compliance. The Government reserves the right to adjust quantities post-site visit, and the Contractor is liable for repair of any damage caused by contractor negligence.

Statement of Work United States National Arboretum
Urgent Tree Work
Project Location: United States National Arboretum (USNA), 3501 New York Ave NE, Washington, DC 20002
1. Background and Purpose A severe storm has resulted in widespread tree damage across the US National Arboretum. The Government seeks Firm Fixed Price (FFP) quotes from experienced arboricultural contractors to perform tree cutting (removal) and trimming/pruning services in accordance with ANSI A300 pruning standards and ANSI Z133 safety requirements.
2. Scope of Work Contractor shall furnish all labor, supervision, tools, equipment, materials, permits, and incidentals necessary to safely perform the following services across designated areas within the Arboretum:
1. Tree Pruning/Trimming: Crown cleaning to remove dead, dying, diseased, broken or crossing branches; selective thinning as necessary; and reduction only where directed by the COR, consistent with ANSI A300. Pruning shall avoid excessive lion-tailing and over-thinning.
2. Tree Cutting/Removal: Safe dismantling and felling of damaged or hazardous trees, including sectional rigging where required. Cutting shall minimize damage to adjacent vegetation, infrastructure, and soil.
3. Debris Management: Chip woody debris less than 6 inches into mulch and place at a Government-designated location within the Arboretum. Larger wood shall be neatly stockpiled at designated areas unless otherwise directed by the COR.
3. Standards, Qualifications, and Safety
a. Standards. All work shall conform to ANSI A300 “Tree, Shrub and Other Woody Plant Maintenance—Standard Practices” and ANSI Z133 “Safety Requirements.”
b. Qualifications. All tree work shall be performed under the supervision of an ISA Certified Arborist. At least two experienced climbers and one ground worker shall be present during climbing operations. A dedicated rescue kit (not used for work) shall be on site at all times.
c. Public Safety and Protection. Contractor shall barricade active work zones, post signage, and implement controls to protect visitors, staff, facilities, plantings, and infrastructure. Turf protection mats shall be used where off-road access is required. Use of heavy equipment must be coordinated with the COR for site access and safety.
d. Work Hours. Normal work hours are 6:30 a.m. to 4:00 p.m., Monday–Friday, excluding Federal holidays. Changes to work hours are only authorized for site access or safety reasons, not for day-to-day management.
4. Coordination and Government-Furnished Information The Government will provide the Contractor with a prioritized task list identifying required work areas, access limitations, and disposal locations. The Contracting Officer’s Representative (COR) or designated Location Monitor (LM) will update this list as needed based on site conditions or mission requirements.
The Contractor is responsible for planning, staffing, sequencing, and performing all work necessary to complete the tasks identified on the prioritized list. The Contractor shall manage its workforce independently based on priority. Communication with the COR/LM will occur receive updated priorities, clarify Government-furnished information, and resolve access or safety issues.
The COR/LM may identify sensitive areas, provide safety or security requirements, and designate material staging or disposal locations. Such communication does not constitute direction of contractor employees, nor does it authorize changes to contract scope or pricing. Only the Contracting Officer may issue changes to the contract.
5. Measurement Basis and Pricing Structure (FFP) Pricing shall be Firm Fixed Price per tree based on Diameter at Breast Height (DBH), measured at 4.5 feet above ground, and quantity identified in the pricing structure (Attachment 1 – Price Schedule). Quoters shall provide a unit price for each DBH range for Cutting/Removal and Pruning/Trimming.
No Time & Materials (T&M) or Labor-Hour pricing is permitted. Quotes that include hourly, per-diem, or equipment rental rates will be deemed nonresponsive.
6. Site Visit and Quote Submission
a. Site Visit. A single, coordinated site visit will be held. Attendance is strongly recommended to validate quantities, access, and site constraints.
The quote may conduct a site visit:
