About this file
This is a Performance Work Statement (PWS) for the Red Slough Wildlife Management Area Bird Survey, issued by the U.S. Department of Agriculture (USDA) Forest Service, effective June 10, 2026.
The contractor must conduct comprehensive bird surveys at the Red Slough Wildlife Management Area, a 5,814-acre wetland project in southeastern Oklahoma cooperatively managed by the USDA Forest Service, Natural Resources Conservation Service, and Oklahoma Department of Wildlife Conservation. The contractor is required to execute 48 total surveys over the performance period at a frequency of one per week, separated by at least three calendar days, with no more than four surveys in a single calendar month without written authorization from the Contracting Officer's Representative (COR). Each survey requires a minimum of six hours of active field time. From October 28, 2026, through January 26, 2027, the contractor must shift focus to waterfowl counts and submit these specific counts within 24 hours of survey completion. During each survey, the contractor must record four data points: survey date with start and end times, bird species observations (seen or heard), total quantitative abundance per species, and general environmental conditions (sky coverage, temperature, wind, and precipitation). The contractor must possess expertise to identify by sight and sound all bird species occurring in Southeast Oklahoma. Weekly survey data must be submitted within 48 hours of each visit, and a final comprehensive report segmenting data into four seasonal categories (Fall, Winter, Spring, Summer) must be delivered within five calendar days of the final visit. All written deliverables must be phrased in layperson language. Performance standards require 95% or higher accuracy for species identification and cumulative data, with the COR randomly sampling one survey per month and comparing the final report to weekly survey counts. Missing or inaccurate/late surveys will result in payment reduction or ineligibility for payment, and satisfactory performance is required for option exercise.

The Contractor must possess the expertise to identify by sight and sound all bird species occurring in Southeast Oklahoma. Contractor must execute 48 total surveys and one final comprehensive report during the performance period.
Surveys must occur at a frequency of one per week, separated by at least three calendar days. No more than four surveys may occur in a single calendar month unless authorized in writing by the Contracting Officer’s Representative (COR). Upon completing all 48 field visits, the Contractor shall deliver a final comprehensive report to the Forest Service per period. This final report must segment data into four distinct seasonal categories: Fall (September–November), Winter (December–February), Spring (March–May), and Summer (June–August).
Data Collection Requirements During every survey, the Contractor must record four specific data points:
Time: Survey date with start and end times.
Species: Bird observations seen or heard, though differentiating the method of detection per bird is not required.
Quantity: Record the total quantitative abundance for each species.
Conditions: Notate general environmental conditions, including sky coverage, temperature, wind, and precipitation.
Standard weekly survey and final report format to be determined at the pre-work meeting with the COR. Audio recordings are not required.
