General Information
1.0 Scope of Work
The U.S. Forest Service, WO, Law Enforcement and Investigations (LE&I), R25 Fleet Operations, Subregion 2, has a requirement to complete the final-stage upfitting of three (3) LU87 Police-packages consisting of a 25’ LU87 Chevrolet / two LU87 Ford Pickups. The vendor will be responsible for pick-up and delivery of vehicles, acquisition of supplies and services of upfitting. The Forest Service Law Enforcement and Investigations policy states that emergency Law Enforcement Vehicles are on a replacement cycle and each year new vehicles are acquired and need to be equipped in accordance with Forest Service Policy and end use mission needs. Each vehicle must function as an emergency vehicle to provide for the security of prisoners and provide law enforcement operational capabilities to the officer.
2.0 Background
The U.S. Forest Service Law Enforcement and Investigations (LEI) policy establishes that emergency law enforcement vehicles follow a scheduled replacement cycle. Each year newly acquired vehicles must be properly equipped in accordance with Forest Service policy and operational mission requirements. Every vehicle must be upfitted to function fully as an emergency‑response platform capable of supporting Marked patrol unit operations.
The selected vendor is responsible for all vehicle pickup and delivery, as well as the procurement of all materials, equipment, and labor necessary to complete the upfit in compliance with Forest Service standards. Upon completion, each vehicle shall be fully operational as an emergency response unit, capable of supporting officer situational awareness, safe and secure prisoner transport, and the full range of enforcement and investigative functions. Timely completion is critical to maintaining officer safety, operational readiness, and continuity of law enforcement services across Region 13, Subregion 2.
This requirement also supports specialized law enforcement functions involving covert installations, evidence‑handling systems, and officer‑safety technologies. Restrictions on labor sources are mandatory to mitigate risks related to unauthorized access, operational compromise, or potential conflicts of interest.
3.0 Technical Requirements / Tasks
The Contractor shall procure, install, program, and integrate the following equipment for (3) USFS-owned law enforcement vehicles. The contractor shall provide all wiring, hardware, and electronic components necessary to deliver a fully functional marked patrol vehicle asset. The vehicle will include secure storage for weapons and evidence in support of marked patrol activities, surveillance, and operational deployments. All upfitting shall be completed in accordance with the specifications provided and in a manner that preserves overtly marked patrol law‑enforcement appearance.
Contractor Eligibility and Restrictions: All work associated with this requirement involves law enforcement‑sensitive equipment and vehicle configurations. Accordingly, the contractor shall ensure that all labor is performed exclusively by vetted personnel who meet applicable background and security requirements. Due to the sensitive nature of law enforcement vehicle outfitting—including the integration of secure communications equipment, weapons storage systems, and operational technology—only commercial entities that specialize in or are qualified to provide law enforcement vehicle upfitting services may perform this work.
Use of governmentally organized labor programs, volunteer labor, or similar arrangements is prohibited, as such practices present unacceptable risks involving unauthorized access, operational compromise, and conflicts of interest. All work shall be completed by qualified commercial technicians experienced in secure law enforcement vehicle integration.
A. Police – 55L LU87 Police -2025 Chevy Silverado 1500
EN: 5211 Final Stage Configuration (See marking and diagram attachments, if applicable)
1. Factory Wiring Integration
The Vendor shall ensure that all added wiring, circuits, harnesses, and electrical components are clearly labeled, permanently marked, and fully documented. The Vendor shall interface all equipment exclusively with the factory‑installed LU87 final‑stage wiring system. No equipment, harness, accessory, or retrofit device may be connected directly to the vehicle battery under any circumstances.
The Vendor shall direct all questions regarding LU87 final‑stage wiring or configuration to RRDS using the QR code located on the interior door jamb. The Vendor shall not modify, circumvent, alter, or deviate from factory final‑stage wiring configurations.
The LU87 platform is pre‑wired for two radios, this includes pre‑installed power circuits, antenna provisions, and a dedicated radio and siren platform bay. The Vendor shall utilize these circuits exclusively and shall not introduce alternate power sources or routing paths.
Radio installation is not included in this upfit contract. All radios will be installed under a separate, designated Government radio installation contract. The Vendor will not install, energize, test, or activate any radio equipment as part of this contract.
Radio types are provided solely for the purpose of identifying and fabricating correct faceplates if required. The vehicle is designed for the following radio systems:
o APX-7500 remote head o Bendix-King M150
2. Prisoner Transport Cage System The Vendor shall procure and install a platform‑specific Setina Trans Max (Max) 1/3 - 2/3 single‑prisoner transport cage or equivalent. All materials, mounting hardware, and system components shall be OEM‑compatible and installed in accordance with manufacturer specifications.
The installed system shall include, at a minimum, the following components:
o Rear and side window metal barrier systems, Upper storage deck, 1/3 Prisoner transport cage utilizing factory seat and seat belt, Pull‑out cargo drawer system
3. Front Partition
The Vendor shall procure and install a platform specific Setina front recessed partition appropriate for the application and configured to fit applicable Chevrolet platform. The partition shall be the RP‑coated poly partition, or equivalent. All components shall be OEM‑compatible and installed in full accordance with manufacturer specifications.
4. Firearms Storage The Vendor shall procure and install dual gun locks, specifically the Santa Cruz SC‑2 dual universal rail gun rack (handcuff‑style) or equivalent. All components shall be OEM‑compatible and installed in accordance with manufacturer specifications.
The gun rack shall be mounted on the cage structure or floor, as appropriate for the application, and shall include an electronic release mechanism with an integrated timer. The electronic release system shall be integrated exclusively into the LU87 factory final‑stage wiring and power distribution system utilizing factory components as applicable. No direct battery connections or alternate power sources are authorized.
5. Vehicle Striping and Graphics The Vendor shall procure and install the complete vehicle striping and graphics package in accordance with all requirements specified in the Statement of Work (SOW). All decal materials used shall match the exact style and material designated in the SOW from approved source.
The Vendor shall comply with all Marked Patrol Vehicle graphics requirements as detailed in the Government‑provided graphics specification package. No deviations, substitutions, or alterations are permitted.
The Vendor shall obtain all graphics, decals, and materials from the following Government‑approved supplier:
Decal Details, LLC, 2856 Cedar Dr., Fruitland, ID 83619, (208) 452‑5164 The Vendor shall ensure that all installation work meets industry‑standard professional workmanship, including proper alignment, consistent adhesion, and the absence of bubbles, wrinkles, or other defects.
The Vendor shall ensure that all vehicle surfaces are thoroughly cleaned, prepared, and dried prior to decal or striping installation. Any adhesion failures resulting from improper preparation shall be corrected by the Vendor at no cost to the Government.
The Vendor shall conduct a quality control inspection upon completion of each vehicle and provide a written inspection report to the Government upon request. All deficiencies identified by the Government must be corrected at no additional cost.
6. Window Tint The Vendor shall install 20 percent ceramic window tint on the front driver and passenger side windows of all vehicles. The window tint material shall provide a minimum of 80 percent UVA and UVB radiation blocking.
7. AXON Vehicle Camera System (GFE)
The Vendor shall install the Government‑Furnished AXON in‑vehicle camera system in all applicable vehicles in accordance with the manufacturer’s installation specifications and any Government‑provided instructions.
Installation shall be completed in accordance with AXON manufacturer specifications.
8. GEOTAB Telematics (GFE) The Vendor shall install the Government‑Furnished GEOTAB T‑Harness and GEOTAB G9 device in all vehicles. Installation shall be completed in accordance with GEOTAB manufacturer specifications.
The Vendor shall ensure all wiring, connectors, and mounting hardware are installed in a manner that maintains compatibility with existing vehicle electronics and does not interfere with OEM safety systems, including airbags and diagnostic ports.
The Vendor shall contact the government representee at 5403392807 upon completing a functional verification test after installation to confirm successful device power‑up, data transmission, and system recognition. Any deficiencies identified by the Government shall be corrected at no additional cost.
9. Microphone Mounts If not already installed, the Vendor shall procure and loose load for post installation of radio system two magnetic microphone mounts and corresponding microphone clips in each vehicle, using materials that meet industry‑standard durability and mounting requirements.
All mounts and clips shall be packaged and marked for installation during radio install post upfit.
10. Printer System requirements The Vendor shall procure and install the Gamber‑Johnson Breakaway Printer Armrest in all vehicles. Installation shall be performed in accordance with manufacturer specifications.
The Vendor shall install the power adapter for the Brother Pocket Jet printer using direct‑wired power connections interfaced into LU87 power distribution. All wiring shall be routed and secured to avoid interference with OEM safety systems and existing Government‑Furnished Equipment.
The Vendor shall procure and install a USB and power cable for the Pocket Jet printer, 6‑foot length, ensuring proper routing, strain relief, and secure connections.
The Vendor shall procure and install the Brother Pocket Jet printer, ensuring full compatibility with the installed armrest mount, power adapter, and wiring. All equipment shall be tested for proper operation upon installation.
11. Fire Extinguisher The Vendor shall procure and install a 5‑lb ABC fire extinguisher in each vehicle using a secure, vibration‑resistant mounting bracket designed for automotive applications.
The Vendor shall contact the designated Government technical representative prior to installation to confirm the exact mounting location for each vehicle type in this contract.
The Vendor shall ensure the fire extinguisher mount does not interfere with OEM safety equipment, Government‑Furnished Equipment, or vehicle operations.
12. Power Distribution The Vendor shall integrate all aftermarket and Government‑Furnished peripherals into the factory‑supplied LU87 power distribution system. All power connections shall follow manufacturer specifications.
No after-market equipment shall be connected directly to the vehicle battery. All power shall be routed through the factory LU87 power distribution system.
If not already installed, the Vendor shall procure and install two additional USB ports and two additional 12‑volt auxiliary plug‑ins for installation in each vehicle center console. All added ports shall receive power through the factory LU87 wiring harness to ensure proper load management and compliance with vehicle electrical standards.
The Vendor shall ensure all wiring is properly routed, secured, protected, and does not interfere with OEM safety systems, vehicle diagnostics, or Government‑Furnished Equipment. Any deficiencies identified by the Government shall be corrected at no additional cost.
13. Mobile Computing Equipment
The Vendor shall procure and install the computer dock mount and iKey keyboard (part number 7300‑0083) in all applicable vehicles. Installation shall be completed in accordance with manufacturer specifications.
The Vendor shall procure and install the Gamber‑Johnson Mongoose Mount, ensuring proper positioning, secure attachment, and compatibility with existing vehicle equipment and safety systems.
The Vendor shall procure and install the Gamber‑Johnson keyboard mount (part number 7170‑0514), ensuring stable support and ergonomic operator access without obstructing vehicle controls or Government‑Furnished Equipment.
The Vendor shall procure the Gamber‑Johnson Universal Adapter required to interface a Havis pole mount with a Gamber‑Johnson dock mount. The adapter shall be installed in accordance with manufacturer instructions to ensure secure, vibration‑resistant integration of the docking system.
14. Emergency Lighting System
The Vendor shall update the CENCOM Whelen siren control module programming to meet the specified Federal requirements. All programming changes shall comply with applicable Federal emergency vehicle operational regulations.
The vehicle lighting control system shall be configured to comply with Federal requirements and with all Government‑specified lighting configurations. The Vendor shall ensure that programming reflects the correct lighting patterns, activation modes, color outputs, and operational behavior as directed.
Emergency lighting controls shall allow operation of auxiliary lighting for scene illumination, takedown functions, or other authorized purposes. Auxiliary lighting shall be integrated into the control system in accordance with manufacturer specifications and Government instructions.
The Vendor shall configure the emergency lighting system, so it remains compliant with lighting color requirements. while always ensuring full compliance with Federal emergency lighting statutes.
B. Police – 55L LU87 Police - Ford F150 (EN: 5263), Police – 55L LU87 Police - Ford F150

5.0 Deliverables / Schedule
Upon arrival of all Government-Furnished Property (GFP) and equipment necessary for installation, the Vendor shall be capable of beginning work no later than 60 days after supplies are received. The Vendor’s work facility shall be located within 300 miles of the designated pick-up location. If the facility is outside this distance, the vehicles shall be transported via transport at the Vendor’s expense. Upon completion of all installation work, the designated Government Technical Representative Law Enforcement official will inspect the vehicle and all installed equipment to determine acceptance. Any deficiencies identified by the Government shall be corrected at no additional cost.
Uniformity: Equipment installation shall be performed in a consistent and uniform manner across all vehicles. All components shall be installed identically, including the routing of wiring throughout the vehicle interior. Wiring shall be protected with appropriate sheathing in all areas where crimping, abrasion, or wear could occur. All wiring connections shall utilize appropriate connectors, solder, and heat-shrink tubing in accordance with established agency standards. Terminations and wiring shall be clearly marked to facilitate final radio and electronics installations.
Damage to Government Property While in the Contractor’s Possession: The Vendor shall be responsible for any damage to Government property occurring while vehicles or equipment are in the Vendor’s possession. This includes the vehicle itself, installed or removed equipment, and all GFP provided for performance under this contract. At the time each vehicle is delivered to the Vendor, the Vendor shall document and annotate all significant pre-existing damage, including scratches, dents, or other notable defects. The Vendor shall not be responsible for such pre-existing damage but shall be fully responsible for all additional damage occurring while the vehicle is in the Vendor’s custody. Any additional damage caused by the Vendor or arising while the vehicle is under the Vendor’s control shall be repaired or corrected, at the Vendor’s expense, to the satisfaction of the designated Government technical adviser.
6.0 Travel
The contractor is responsible for transporting vehicles from designated location to upfit facility and return upon upfit completion, Pick-up and delivery will be at the USDA Forest Service Law Enforcement Location designated.
7.0 Security Requirements
The Vendor shall store all vehicles and any Government‑Furnished Equipment (GFE) in a secure facility that protects against theft, vandalism, weather damage, and unauthorized access. Security measures shall always be appropriate for safeguarding Government property while in the Vendor’s custody.
Unauthorized use of Forest Service vehicles is strictly prohibited. Unauthorized use is defined as any use of a government vehicle or GFE for purposes other than performing required upfit tasks, test drives necessary to confirm equipment functionality, or other activities explicitly authorized by the Government. The Vendor shall ensure that no vehicle is driven, operated, or otherwise utilized for personal, commercial, or non‑contract purposes. Any violation will constitute a breach of contract and may result in corrective action, financial liability, or other remedies as determined by the Government.
8.0 Data Rights
If data is to be produced, furnished, acquired, or used in meeting contract requirements, delineate the respective rights and obligations of the government and the contractor regarding the use, production, and disclosure of that data.
