About this file
This is a Specifications document for a Request for Quotation (RFQ) issued by the USDA-ARS North Central Soil Conservation Research Laboratory in Morris, Minnesota for the procurement of two benchtop cutting mills. The solicitation number is 1232SA26Q0671, and this acquisition is a Total Small Business Set-Aside with a North American Industry Classification Standard Code of 334516 and a small business size standard of 1,000 employees. The mills are required to support the Morris ARS Soil Management Unit's research on novel year-round cropping systems, where chemical analysis of plant materials (stems, leaves, roots, and seeds) necessitates grinding samples into fine powders. The current cutting mills are damaged and lack adequate safety features to protect operators from spinning steel blades.
The benchtop cutting mills must meet specific technical requirements including dual safety features: a safety switch preventing operation when the door is open and a safety shutoff that stops the cutter head if the door opens during operation. Required specifications include a 1.5-inch chamber size, 0.6-inch diameter sample input size, 1200 rpm operating speed, two adjustable stationary blades, a rotating cutting head with four cutting edge blades, a stainless steel hopper, stainless steel sieves in sizes 20, 40, and 60, and 115V single-phase electrical power. Equipment must be delivered within 90 days after award to the North Central Soil Management Research Unit at 803 Iowa Avenue, Morris, Minnesota 56267. No government-furnished equipment is applicable to this procurement.

Specifications Project: Benchtop cutting mill
GENERAL INFORMATION
1.0 Scope of Work: The USDA-ARS, Soil Management Research Unit seeks two benchtop variable speed mills for grinding seed and plant samples.
2.0 Background: The Morris ARS Soil Management Unit conducts research on novel year-round cropping systems that combine conventional and alternative agricultural practices to achieve net-zero agriculture. Chemical analysis of all plant parts (stems, leaves, roots, seeds) is a critical part of understanding inputs and outputs of cropping systems. To complete analysis of plant materials they first need to be ground into fine powders using a small volume, fine cutting mill. The current cutting mills are damaged and do not have any safety features to protect the operators from the spinning steel blades. Two new mills need to be purchased to replace the existing ones. The new mills will have additional safety features to prevent accidental exposure to the spinning blades. This equipment is essential to complete research and for worker safety.
