C3.1: Submittal: See Section C5

C4 SCOPE OF WORK AND SPECIFICATIONS

C4.1 General Specifications

1. Conduct the bridge inspection work in conformance with the Codes listed in the MATOC Contract and as follows:

a. Federal Highway Administration Publication No. FHWA-HIF-22-017, Specifications for the National Bridge Inventory (SNBI); March 2022, including errata.

a. USDA Forest Service, Bridge Inspection Guide (BIG) Version 3.1-INTERIM 2024

b. USDA Forest Service Bridge Inspection Database: AssetIntelTM inspectX™ C4.2 General Requirements

1. Refer to Attachments for list of Inspections

a. Attachment A1 – R4 FY2026 NSTM bridge inspection list (for NSTM and concurrent Routine Inspections)

2. Submit a preliminary inspection schedule at least 45 days before commencement of field inspection activities. When possible, submit any changes to the inspection schedule at least 14 days before the corresponding inspections. Include proposed traffic control and potential bridge closures as part of the inspection schedule.

3. Provide a weekly update to the COR of any inspections completed that week and the date they were completed.

4. For all NSTM inspections and concurrent routine inspections (Attachment A1) perform work prior to 24 months plus 30 days past the date of last inspection (NSTM and Routine), with preference to performing work in the same month as previous inspections.

5. Submit all completed Routine and NSTM inspection reports for approval in inspectX within 45 days of the inspection. Allow 21 days for Forest Service review and finalize the inspection within 15 days of receiving the review comments.

6. Expect close coordination with local Forest Service offices. Closely communicate with the COR or technical representative during the performance of all field activities including scheduling and field inspection and anticipated traffic control.

C4.3 CLIN 001a & 001b: Road Bridge Non-redundant Steel Tension Member Inspection with concurrent Routine Inspection

1. Refer to the BIG guidebook for level of inspection criteria.

2. Document the NSTM inspection by completing a new NSTM report. Use the Fracture Critical or NSTM Inspection Plan or previous Fracture Critical or NSTM Inspection Report to guide the inspection. Additional tables and figures will likely be necessary to properly document the inspection. See the previous report for an example.

3. Document the Routine bridge inspection by completing a new report. Use the Forest Service inspection database- inspectX for reporting (see Section C6 Deliverables). Document the condition of bridge members and components as outlined in the BIG guidebook including the stream profile measurements. The judgement of the consultant will be needed regarding the effectiveness of performing stream profile measurements on high bridges and very fast flowing streams, and reasoning should be stated in the routine inspection report.

4. Critical Findings: Contact the COR and/or Forest contact immediately or as soon as reasonably possible if, in the opinion of the Bridge Inspection Team Leader, a Critical Finding is identified. After consultation, if a critical finding is justified, complete and submit the routine inspection report along with a Critical Finding Report within 24 hours of the discussion.

5. Consultant is responsible for all road signs, cones, and personnel necessary to comply with MUTCD standards for road closures. The bridge list identifies traffic control measures for bridges if an Under Bridge Inspection Truck (UBIT) is utilized. Limit bridge closure such that vehicle delay will be less than 30 minutes unless otherwise approved by the COR and Forest contact.

6. Submittals: See Section C5

7. Deliverables: See Section C6

C5 SUBMITTALS

1. Submit a Traffic Control Plan for approval. Allow 7 days for CO review of document.

2. Submit a Safety Plan 14 days before beginning field inspection work.
