Summary of Statement of Work: Silver Lake Restroom Roof Replacement
This Statement of Work (SOW) details a roof replacement project for a restroom building on the Salt Lake Ranger District of the Uinta-Wasatch Cache National Forest in Salt Lake County, Utah, located 14.2 miles east of Big Cottonwood Canyon. The project involves removing and replacing a timber-framed roof structure damaged in winter 2023, with work including selective demolition of existing roof framing, protection and reinstatement of ceiling-mounted electrical systems, and complete roof reconstruction per plans and specifications. The contract has a base duration of 120 calendar days with an August 17, 2026 start date. The work encompasses general building construction conditions, demolition, wood framing, structural insulated panels (SIPs), moisture protection, rough and finish carpentry, insulation, plastic paneling, electrical work, and lighting. All site conditions are considered incidental to the contract, including public safety measures, equipment security, stream protection, temporary toilet facilities (three units including one ADA-compliant), and traffic control conforming to the Manual of Uniform Traffic Control Devices (MUTCD).
The specifications sections address key technical requirements across multiple construction disciplines: mobilization (with staged payment up to 10 percent of contract value); submittal procedures requiring three copies with 14-day review periods; selective demolition with detailed salvage and reinstallation of electrical fixtures and other components; rough carpentry using Douglas Fir No. 2 grade lumber and pressure-treated materials; structural insulated panels (SIPs) with 8-inch EPS core and R-28.6 thermal resistance from ICC-ES certified manufacturers; wood decking in cedar tongue-and-groove; structural glued laminated timber (Glulam) meeting ANSI/AITC A190.1 standards; finish carpentry in redwood or cedar; metal roofing using 5V-Crimp panels with fluoropolymer finish and snow cleat system; and painting and coatings systems specified by MPI standards. Contractor submissions must include construction schedules, traffic control plans, product data, shop drawings, warranties, and quality assurance documentation. The project requires coordination with the open visitor center, 72-hour notice for activities affecting operations, and restoration of staging areas upon completion.

See other specification section within this package for additional requirements on submittals.
SUBMITTAL PROCEDURES
Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
The Contracting Officer (CO) reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on CO's receipt of submittal.
Initial Review: Allow 14 days for initial review of each submittal. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
If intermediate submittal is necessary, process it in same manner as initial submittal.
Allow 14 days for processing each re-submittal.
No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
Identification: Place a permanent label or title block on each submittal for identification.
Indicate name of firm or entity that prepared each submittal on label or title block.
Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.
Include the following information on label for processing and recording action taken:
Project name.
Date.
Name and address of Contractor.
Name of manufacturer.
Unique identifier, including revision number.
Number and title of appropriate Specification Section.
Drawing number and detail references, as appropriate.
If more than one item is shown on submittal sheet, identify item.
