About this file

This Request for Quotation (RFQ) is issued by the United States Department of Agriculture Forest Service (USDA-FS) for the Rogue River-Siskiyou National Forest's Powers and Gold Beach Ranger Districts, located in Oregon. The solicitation requests toilet pumping services and sanican (portable toilet) rentals throughout both ranger districts, with the contractor responsible for providing all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, wash down, recharge, cleanup, disinfect, and dispose of waste products from toilets and portable facilities. Quotations are due by November 4, 2026, at 4:30 PM Pacific Time and must be submitted electronically to lorenzo.montoya@usda.gov and raymond.padgett@usda.gov. The contract period of performance runs from November 11, 2026, through September 30, 2027, with option periods available for extension as outlined in FAR Clause 52.217-8 and 52.217-9. Questions regarding the solicitation must be submitted by October 28, 2026, and responses will be provided by October 29, 2026.

This is a Total Small Business Set-Aside contract under NAICS code 562991 (Septic Tank and Related Services), with award based on evaluation of technical capability, past performance, and price. Quoters must provide a service plan explaining methods for accomplishing the work, including work rates, sequence of work, staffing levels, and any discounts offered for bulk orders. Past performance information must be recent (within three years of solicitation issuance) and relevant to the services being procured. The Government anticipates awarding a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with a minimum order threshold of $1,000 and maximum order limitations of $100,000 for single items or $300,000 for combination orders. Quotations are firm for 90 calendar days from the due date and may be used as standing price quotations for future contract actions. Quoters may elect to quote on one or both ranger districts. The contract incorporates Federal Acquisition Regulation (FAR) and USDA Agricultural Acquisition Regulation (AGAR) clauses, including Service Contract Labor Standards provisions.

NOTICE FOR FILING AGENCY PROTESTS

United States Department of Agriculture (USDA) Protest Procedures

The United States Department of Agriculture (USDA) is committed to fair, transparent, and efficient acquisitions. Interested parties with concerns about this solicitation are encouraged to seek resolution through the following USDA procedures.

Tier 1: Contracting Officer Concern Resolution

Submission: Interested parties with concerns about either the solicitation or subsequent award should first submit their concern directly to the Contracting Officer, providing sufficient detail to allow the Contracting Officer to understand and assess the issue.

Process: The Contracting Officer will review the concern, seek clarification as needed, and engage with the interested party to attempt prompt resolution.

Review Timeline: The Contracting Officer will make every effort to provide a response or resolution within 10 business days of receiving the concern.

Effect on Award or Performance: Tier 1 engagement is not considered an official notification of filing an agency protest and does not pause solicitation deadlines, delay award decisions, or suspend contract performance.

Next Steps: If the matter cannot be resolved at Tier 1, the interested party may file a written agency protest under Tier 2.

USDA encourages all parties to seek resolution with the Contracting Officer before filing an agency protest.

Tier 2: Agency Protest

If concerns cannot be resolved at Tier 1, an interested party may file a written agency protest with either the Contracting Officer or the USDA Independent Review Authority. The decision by the USDA Independent Review Authority is an alternative to a decision by the Contracting Officer. The USDA Independent Review Authority will not consider an appeal of the Contracting Officer’s decision on an agency protest.

The protest must state whether the protester elects review by the Contracting Officer, by the UDSA Independent Review Authority. If no election is stated, the Contracting Officer will decide the protest.

Required Information: Protests shall include the information set forth in FAR 33.104-4 (a)(3). Failure to submit the required information may result in a delay or dismissal of the protest.

Submission: Agency protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.

Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.

Effect on Award or Performance: Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.

Review Timeline: USDA strives to resolve agency-level protests within 35 business days of receipt.

Election of Forum: By filing a protest with USDA, the protesters agree not to file a protest on the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.

Questions: Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.

Evaluation and Basis for Award:

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotations will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the Quoter providing the most advantageous quotation to the Government price and other factors considered.

The following three factors will be used for evaluation purposes:

FACTOR I -- Technical Capability

(A) Sub-Factor 1 – Service Plan

Provide a service plan that includes the following:

In general terms, describe the method, or combination of methods to be utilized to accomplish all the work required in Attachment 001 - Performance Work Statement. Include things such as how each task will be accomplished, work rate, sequence of work, number of employees to be appointed and any discount offered (e.g. For delivery purposes only 1 delivery/pick-up fee will be charged for bulk orders of up to 5 sanicans)

To be rated acceptable, the quoter shall provide a service plan that explains how work will be performed to accomplish the work required in Attachment 001 - Performance Work Statement.

FACTOR II -- Past Performance:

• The Past Performance evaluation will assess the relative risks associated with an offeror’s likelihood of success in performing the solicitation’s requirements as indicated by that offeror’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services and/or products being procured under this solicitation. Past performance areas of evaluation include quality, timeliness, business practices, and customer satisfaction.

a. Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past 3 years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

Table A-1. Technical Capability Rating Description

Acceptable Quoter clearly meets the minimum requirements of the solicitation.

Unacceptable Quoter does not meet the minimum requirements of the solicitation.

b. Relevancy Assessment. An assessment of the past performance information will be made to determine if it is relevant. To be relevant, the effort must be the same or similar in nature, size, magnitude, complexity, and scope to the services and/or products being procured under this solicitation.

Past performance information that fails this condition will not be evaluated.

c. Comparative evaluation of Quoter’s past performance may be done to determine which quotation is most advantageous to the Government.

d. Quoters without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

e. As applicable, provide the following for each past performance listed. Contract number, Contracting Officer name, project work, and the buyer’s point of contact name and phone number. For evaluation purposes, the CO may use personal knowledge of Quoters past performance.

FACTOR III -- Price:

Price is not formally scored but is the primary evaluation factor for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.

(i) Completeness. Each offeror is required to provide complete pricing for each contract line identified.

(ii) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Options for this requirement will be evaluated in accordance with FAR Clause 52.217-5. Evaluation of options shall not obligate the Government to exercise the options(s).

(iii) The Government will evaluate the option contained in clause

52.217-8 – Option to Extend Services by adding to the total price one half the amount of the final year's option price (base year if no options). Evaluation of this option shall not obligate the Government to exercise this option. The offeror shall not include pricing for this option period on their offer.

2. Definitions.
