This document is a justification for a sole source award for library system services. The Naval Supply Systems Command plans to award a sole source contract to Lucidea Technologies Corporation for continued web hosting, maintenance, and technical support of their GeniePlus integrated library system. Lucidea has provided these services to the Munk Oceanographic Library for over 15 years. Migrating to a new system would require data analysis, conversion, and potentially lengthy downtime that could compromise operations. Market research found no other systems meet the library's specialized needs without additional costs and resources for migration. To encourage future competition, the Navy will use this contract period to clean data and develop new specifications, with the goal of a competitive procurement by June 2025.

4. Statutory Authority Permitting Other Than Full and Open Competition.
See above authority and implementation.
5. Rationale Justifying Use of Cited Statutory Authority.
The Munk Oceanographic Library (formerly Maury Oceanographic Library) has trusted Lucidea Technologies Corporation with it's ILS and maintaining over resource and patron records for the last years. This ILS is used for cataloging library materials, managing serials of the Munk Library holdings, managing loan records, and generating reports and statistics related to materials usage.
Migrating records from one system to another introduces a number of issues beyond procuring an ILS. In general, a records migration from one system to another must be executed by specialists in both the system exporting the data and the system importing the data. In addition, the library’s experience in all prior migrations has been that, following a migration, a number of records are corrupted and must be corrected. In the last migration, approximately were found to have after-migration problems that required editing by library staff. Spending five minutes locating and editing each record (and some records required more time) cost approximately man-hours to correct. The library’s requirements are best met by continuing to use Lucidea as its ILS; therefore, the Munk Library has a requirement to continue web-hosting service, maintenance, and technical support for GeniePlus software.
Lucidea will maintain all current records and upgrade (at no additional cost) the Munk Library to the latest cloud system called GeniePlus. All other systems require additional data analysis, data conversion, and migration services in order to move records from the current ILS to the new ILS, have other modules and features that are not required for use by a small, specialized library making them a less desirable alternative while also requiring additional costs. Bringing all other systems online will require an interruption in service to transfer the data and/or a long-term project for data cleaning, conversion, and migration. The Naval Oceanographic Office's ability to meet its mission requirement of providing operational oceanographic products used by deployed forces and Combatant Commanders will be compromised. Without this requirement, the Munk Oceanographic Library will lose all access to its library cataloging system. Navy scientists and engineers will be unable to locate oceanographic information and records used in analysis and creation of oceanographic products.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practical.
The mission partner conducted market research in February and found that other systems would not meet the demands of our specialized library. All other systems would required additional costs, data migration, down-time, clean-up and man hours.
Market research conducted by the contract specialist included a review of the mandatory sources, Ability One, UNICOR, the NAVSUP Vendor Database, ICD, NCMPO, SBA DSBS and NASA SEWP. The review of mandatory sources produced no results for "Library System", "MAchine Readable Cataloging", or "Genie Plus". Given that the previous contract, N6230618P0023 was a sole source, a sources sought was posted to SAM.Gov on June 23rd and closed June 27th. This resulted in one response which was from Lucidea Technologies Corp.
7. Determination of Fair and Reasonable Cost.
Before making an award, the Contracting Officer will determine that the proposed price is fair and reasonable based on one or a combination of the techniques identified in Federal Acquisition Regulation (FAR) Subpart 13. Prices received will be compared to historical prices.
8. Actions to Remove Barriers to Future Competition.
The library continually evaluates whether the ILS meets the needs of the Command. This system meets the needs; however, with the possibility that emerging needs in information management change the technical requirements for the ILS system, the library will use this non-competitive procurement as a bridge to provide time to develop competitive specifications for a future competitive procurement and will work clean up data in the current ILS for a future data migration. Data clean up and the development of competitive specifications will be completed by 30 June 2024, providing until 30 June 2025 to extract data for import if required. This timeline will also allow time for new alternatives to develop in integrated library systems.
