About this file
This is a Federal Acquisition Regulation (FAR) clause template for the Buy American Certificate (October 2022 version), prescribed under FAR 25.601(a)(2).
The provision requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign products. Offerors must identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign products (excluding COTS items), specify whether domestic content exceeds 55 percent. If domestic content percentage is unknown, offerors must select "no." Additionally, offerors must separately list line item numbers for any domestic end products containing critical components as defined in FAR 25.105. The certificate includes three sections for completion: a certification statement, a table for foreign end products with country of origin and domestic content threshold information, and a list of domestic products with critical components. Government evaluation of offers will follow the policies and procedures outlined in FAR Part 25 regarding domestic preference requirements.
