Installation requirements include a 48"–60" LED light bar with dual-color flashing modules, red warning lights, clear takedown modules, alley lights, work lights, and a twelve-LED traffic advisor; forward and aft warning lights with specific color and flash patterns; a 100-watt siren speaker with PA system and radio rebroadcast capability; a siren/switch controller with nine-switch light controller minimum, featuring four basic siren tones and hands-free operation through OEM controls; a Troy CC-WBOS-20 radio console or equivalent with four 12-volt power points including USB charging; pre-wired radio harnesses for two agency mobile radios with Deutsch connectors and labeled pigtails; two antenna mounts with coaxial cable routed through the cab roof; a heavy-duty timed battery disconnect and fuse block such as Power Patrol Generation 2 or equivalent; and striping using Scotchlite 3M reflective sheeting with specific green and white stripe configurations, equipment designators, and Forest Service shield door decals. Government inspection occurs at the contractor's service location for payment authorization purposes only, with the contractor responsible for self-inspection and maintaining required standards.

STATEMENT OF WORK

LNF FY26 SCP FIRE COMMAND BUILD-UPS

SCOPE

USDA Forest Service Fleet Management is seeking to establish a Firm-Fixed Price contract to outfit multiple fire emergency support vehicles that shall adhere to Region 5 and National Fire equipment standards.

This contract will be for the Sierra Cascade Province, which consists of the Lassen, Modoc and Plumas National Forests, and includes 9 vehicles. Outfitting the vehicle requires various type of work depending on the vehicle and the needs of the agency and will include installation of light bars, light heads, siren packages, electrical components and special striping and marking per Forest Service specifications. The vehicles include 9 Ford F250 Tremors (crew cab) needing similar work to be outfitted as emergency vehicles.

Additionally, vehicles may vary depending on the components that need to be installed. An example is 4 of the vehicles have camper shells and will need a traffic advisor installed on the back window.

The government is seeking a contractor able to supply and install all components (other than government furnished) in accordance with Forest Service specifications. The contractor shall perform the installation within a reasonable traveling distance (150 miles) from Susanville in order for the government to supply the vehicles and inspect the services. A single award is anticipated.yes

The awarded Contractor (or Contractors) shall perform the required work items in accordance with the manufacturer(s) specifications using commercial practices in a professional and workman-like manner. Successful fulfillment of all contract requirements will ensure that the correct items are installed safely and perform as required. Skill in integration of all components for potential use simultaneously is important.

Additionally, skill in minimizing changes to the existing vehicle on installation is desired. All of the electrical components being installed shall be on a stand-alone system so as not to interfere with or void warranties from the vehicle manufacturer(s).

PERIOD OF PERFORMANCE

(A) The contract will be effective from Date of Award.

(B) Performance requirements shall be specified in each individual Task Order issued under the terms of this contract. Individual Task Order performance periods will include the standard be negotiated time per vehicle or if necessary specified on each Task Order.

CONTRACT TIME PER VEHICLE

Contract time authorized per vehicle is to be no more than 30 calendar days. However, contract time shall be negotiated and is an evaluation factor in this solicitation. Contract time per vehicle will be established at time of award and will be the standard unless changed in writing by the government.

DELIVERY AND PICKUP

The Government will pick-up and deliver all vehicles to the contractor's designated service location.

INSPECTION AND ACCEPTANCE

The Government may perform periodic inspections of new vehicle outfitting during the installation process. Inspection and acceptance will occur at the contractor's service location.

Inspections performed by Government personnel are for purposes of payment authorization only. The Contractor is responsible for self-inspection and maintaining work to the standards required in the specifications.

WORK STANDARDS

The Contractor shall exercise care in work methods to prevent damage to any vehicle submitted to them under this contract.

All work under this contract shall be performed in a skillful and workmanlike manner.

The Contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct and shall be responsible for taking such disciplinary action with respect to their employees as may be necessary.

All work shall be performed to applicable:

o OEM/Manufacturers specifications and requirements o Industry Standards o Applicable NFPA standards o State Laws, Rules, and Regulations o USDA Forest Service Policy, Direction and Regulation

Workmanship and Product Warranty

The contractor shall provide at a minimum a one-year warranty on installation of new components, wiring, connectors and decals that were installed for defect(s).

Additional warranty for installation, materials and defects will be considered and evaluated in this contract.

Lighting:

Item 1: Forward Upper Zone A/B/D Light Bar: One 48” to 60” wide L.E.D. lightbar (vehicle dependent) shall be installed on the cab, facing forward. Lightbar shall consist of eight dual-color flashing L.E.D. modules located on the corners and forward facing.

Two red flashing L.E.D. modules outer and two single color steady burning red L.E.D.

modules, and two clear takedown modules forward facing. Two L.E.D. alley lights side facing. Two L.E.D. work lights on the outer edge and a twelve L.E.D. Traffic Advisor rear facing. The Lightbar shall be programmed to specifications provided by the Government. All Emergency lighting components must have a minimum 5-year factory warranty. Example SoundOff mRoads l L.E.D. lightbar, or equivalent meets this requirement.

The light bar shall be wired to the siren/switch controller located in the cab. The two forward facing “takedown” modules shall be interlocked with the application of the emergency brake, placing the vehicle in blocking mode and disabling the modules as such.

Item 2: Forward Lower Zone A Warning Lights: Two red L.E.D. warning lights, with mounting flanges, shall be provided at on the front of the vehicle, forward facing, one per side. The lights shall be wired to the siren/switch controller located in the cab. Dual color (Red/White) SoundOff mPower 7X3 on larger grill vehicles and mPower 4X2 on smaller grill vehicles or equivalent shall be installed. Triple flash pattern in red only alternating left and right. When in Takedown mode the lights shall be white. In Front Flood the lights shall be activated white

Item 3: Forward Zone B/D Warning Lights: Two dual color (red/White) L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the vehicle, side facing, one per side. The lights shall be programmed in a triple flash mode. The lights shall be wired to the siren/switch controller located in the cab. The lights shall come illuminate in white the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed. (Low profile lights, not to exceed 1” protrusion from the mounting location)

Item 4: Aft Lower Zone C Warning Lights: Truck/SUV - Two SoundOff mPower 4X2 or equivalent dual color L.E.D. warning lights shall be provided at the rear tailgate of the vehicle, rear facing, one per side. The lights shall be wired to the siren/switch controller located in the cab. Triple flash red alternating pattern left and right. When unit is placed in reverse the lights shall illuminate white to increase visibility. In Rear Flood mode the lights shall be activated white.

Item 5: Aft Lower Zone C Warning Lights: Truck/SUV - Two dual color (red/White) L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the vehicle, side facing, one per side. The lights shall be programmed in a red triple flash mode. The lights shall be wired to the siren/switch controller located in the cab.

The lights shall illuminate in white with the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed. Utility Bodied Trucks - Two SoundOff mPower 4X2 or equivalent dual color L.E.D. warning lights shall be installed on the utility body box side facing at a location determined by the Government during the build process, side facing, one per side. The lights shall be wired to the siren/switch controller located in the cab. Triple flash pattern in red. The lights shall be wired to the siren/switch controller located in the cab. The lights shall illuminate in white with the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed.

Item 6: Siren Speaker w PA System and Radio Rebroadcast: One 100-watt siren speaker shall be provided and mounted in a location that is not obstructed or vulnerable to being impacted. The speaker shall be wired to the siren/switch controller.

Item 7: Siren/Switch Controller: Siren with 9-switch light controller (Minimum), Traffic Advisor controller (if required), siren controller and P/A system Electronic siren, with switching and rear directional controller shall be provided and mounted in the cab center console in a location convenient to both the driver and anyone seated in the passenger seat.

The siren shall have four basic siren tones (manual, wail, yelp and hi-lo), as well as an electronic air horn, radio rebroadcast capability and a public address system. The siren/electronic air horn shall be enabled for use in the hands-free mode for the driver/operator to be able to use through the OEM horn/steering wheel controls.

The siren controller shall be powered from the Auxiliary fuse box with electronic timer installed.

Lightbar shall be programmed to specifications provided by the Government.

• Wig Wags shall only operate when vehicle is in Gear (Reverse or Drive)

Siren – on

• Park kill for siren shall be hooked up and operational

• Push button switches shall be labeled and operate as follows from left to right o Left Alley o Scene lights o Right Alley o Hi/Low (power output) o Traffic advisor operation

Left Center Out Right

Item 8: Radio Console: Troy CC-WBOS-20 (or equivalent) with vehicle specific mounting plates capable of housing all the appropriate components to include:

• Emergency lighting and siren controller

• 4 12-volt power points to include USB charging ports on two of the ports

• Face plates for two BK or Forest designated two-way radios

• Blank face plates to cover the remaining openings

Item 9: FS Radio Harness Installation: Pre-Wire for district radios The chassis cab interior shall be wired with two (2) wiring bundles for connecting agency mobile radios.

The bundles shall be separate from each other and terminate in a Deutsch brand or equivalent connector. The antenna wires shall remain separate from the connector. A pigtail shall be included for each bundle for connecting the agency radio into the wiring harness. Each bundle including antenna wires shall be labeled RADIO 1 or RADIO 2. In addition, the individual wires in each pigtail shall be labeled: Battery Power, Ground, PA Input, etc. The pig tails and antenna wires shall be a minimum of 3 feet.

All connections shall be made to the battery and switched ignition. Blade style fuse holders using the same size fuses as the chassis shall be installed in the pigtails for the Constant Power and switched ignition wires, but no fuses shall be installed.

The location for the radio installation and radio wiring bundles shall be approved by the Government prior to installation; overhead shall not be acceptable.

Wiring bundle for RADIO 1 shall consist of:

Harness side connector: DT06-08SA Pigtail side connector: DT04-08PA

• One (1) Red 10-gauge constant power to the Aftermarket Power Source. This shall split into two (2) 14-gauge wires going into the cavities 1 and 2 on the connector.

• One (1) Red with Black Stripe 12 gauge connected to the chassis ignition, supplying power when either the vehicle ignition is in the Auxiliary or Run position. This shall split into two (2) 14-gauge wires going into the cavities 3 and 4 on the connector.

• One (1) Black 10-gauge ground wired direct to the battery. This shall split into two

(2) 14-gauge wires going into the cavities 7 and 8 on the connector.

• One (1) set of 18-gauge wires connected to the radio audio input for the PA system consisting of two (2) Light Blue wires going into the cavities 5 and 6 on the connector. If polarity is needed with the audio input for PA system the positive shall be solid, cavity 5, and the negative shall have a White Stripe, cavity 6.

• One (1) antenna lead which shall be labeled coiled and secured near the Radio 1 Connector.

Wiring bundle for RADIO 2 shall consist of:

Harness side connector: DT06-06S or equal Pigtail side connector: DT04-06P or equal

• One (1) Red 10-gauge constant power to the Aftermarket Power Source. This shall split into two (2) 14-gauge wires going into the cavities 1 and 2 on the connector

• One (1) Red with Black Stripe 12 gauge connected to the chassis ignition, supplying power when either the vehicle ignition is in the Auxiliary or Run position. This shall split into two (2) 14-gauge wires going into the cavities 3 and 4 on the connector

• One (1) Black 10-gauge ground wired direct to the battery. This shall split into two

(2) 14-gauge wires going into the cavities 5 and 6 on the connector

• One (1) antenna lead which shall be labeled coiled and secured near the Radio 2 Connector

Antenna Leads and Bases shall consist of:

Installation of two (2) antenna mounts identified in the schedule of items document, with coaxial cable in the roof of the cab consisting of a brass ¾ inch New Motorola (NMO) or equal style Antenna Mount and Double Shielded Coaxial Cable soldiered to the base.

The cable shall be routed from the chassis/cab headliner to the console in a concealed manner into the Radio Pre-Wire bundles. The Radio Pre-Wire antenna lead shall have an additional three feet of cable and terminate in a male mini-UHF connector. All cables shall be labeled as to where they are installed on the roof. A protective Rain Cap shall be installed on each Radio Pre-Wire NMO antenna mount.

The location for the cab roof mounts shall be approved by the Government prior to installation.

Item 10: Aftermarket Wiring and Power Source/Timed Battery Disconnect: A heavy duty timed battery disconnect and fuse block shall be installed that will automatically disconnect the vehicle battery from the aftermarket electrical systems so that the battery is left with enough capacity to start the engine. A Power Patrol Generation 2 or equivalent meets this requirement. Patrol Power or equivalent wiring harness that has wires with printed function every 6” is required.

• Main power supply should not be connected directly to the battery. An OEM power buss shall be utilized for the main power supply whenever possible. A heavy-duty manual re-set circuit breaker shall be installed as close to this buss as possible to minimize the unprotected portion of the main power circuit.

Item 11: Striping: Scotchlite 3M reflective sheeting or approved equal. Scotchlite 3M non-reflective black and reflective white lettering. Must follow the attached striping illustrations based on asset type.

STRIPE ILLUSTRATION:

1” white reflective stripe centered on 4” green reflective stripe, cut at 45° angle to allow for designators.

SIDE: 1” white reflective stripe centered on 4” green reflective stripe, cut at 45° angle to allow for 4” FIRE decal white reflective over rear wheels and;

4” Equipment designator on front fender.

REAR: 4” Unit designator, black nonreflective on drivers’ side; 4” Equipment designator, black non-reflective passenger’s side.

FRONT: 4” Equipment designator, black non-reflective on driver’s side;

4” equipment designator, black nonreflective passenger’s side.

Decal specifications for White Vehicles: See attached illustrations.
