About this file
This is a specifications document for a federal contract opportunity with the USDA-ARS (U.S. Department of Agriculture, Agricultural Research Service) for the procurement of a plot-sized, electric cultivating tractor.
The St. Paul ARS Plant Science Research Unit seeks a compact, electric-powered cultivating tractor to support alfalfa agricultural research and breeding programs. Key technical requirements include: minimum 20 inches of ground clearance to accommodate alfalfa plants up to 20 inches tall; extended runtime capability through battery and in-field charging systems sufficient for up to 8 hours of daily operation; minimum 45 inches between the inner portions of tires to accommodate research plot and row spacing; clear field of vision over the entire middle of the tractor to enable operators to see both sides of rows while cultivating; and flexibility to add or change seeding and cultivation equipment to meet evolving research needs. The tractor is intended to replace or complement manual cultivation methods, reducing labor intensity while improving consistency, operator safety, and comfort during high heat, humidity, or smoke conditions. Equipment must be delivered to USDA-ARS, Plant Science Research Unit, 1535 Lindig Street, St. Paul, Minnesota 55108 within 30 days of contract award.

Specifications Project: Plot sized, electric cultivating tractor
GENERAL INFORMATION
1.0 Scope of Work:
We require a compact, plot sized cultivating tractor capable of being used on all stages of alfalfa growth (up to 20 inches) and research spacing, the ability to recharge batteries in the field to extend runtime, and the flexibility to add or change implements to meet research needs.
2.0 Background:
The St. Paul ARS Plant Science Research Unit conducts research on improving alfalfa productivity and utilization through basic and applied research. Germplasm development and selection require plants to be field tested for periods of up to three years in rows or as space plants. This method of identifying important agronomic traits in alfalfa is often labor intensive and time consuming to maintain research plots and fields with minimal weed pressure through manual cultivation. A small, plot sized cultivating tractor could be used to replace/complement manual cultivation in these research plots. A cultivating tractor would make weeding faster and more consistent, while reducing manual labor for weeding allowing time for other tasks or increased research plots or locations. A cultivating tractor would also be both safer and more comfortable for the operator during times of high heat, humidity or smoke versus a traditional manual tiller.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
We require a compact, plot sized cultivating tractor to support multifunction applications for plot and field scale alfalfa agricultural research and breeding programs and include the following features:
• The tractor must be compact and have at least 20-inches of ground clearance to accommodate all growth stages of alfalfa (seedling to mature, flowering plant).
• Extended runtime based on a combination of batteries and charging time while away from research facilities with ability to operate up to 8 hours per day.
• Must have minimum of 45 inches between inner portion of tires to accommodate plot and row spacing
• A clear field of vision over the entire middle of the tractor, allowing the operator to see both sides of the row while cultivating.
• Flexibility to adapt to research needs by adding or changing seeding and cultivation equipment.
4.0 Deliverables / Schedule: Equipment should be delivered to: USDA-ARS, Plant
Science Research Unit, 1535 Lindig St, St. Paul, MN 55108; Delivery within 30 days of award.
