About this file
This is a Statement of Work (SOW) for a compressed and liquified industrial gas supply contract with the Kellogg Soil Survey Laboratory (KSSL), a division of the National Resources Conservation Service under the U.S. Department of Agriculture.
The KSSL seeks to establish an options contract for reliable supply of various industrial gases to support laboratory operations in Lincoln, Nebraska. The contractor must supply and deliver cylinders and dewars to the KSSL facility located at 1121 Lincoln Mall, Lincoln, NE 68508, with a one business day desired response time for deliveries between 9:00 AM and 3:00 PM CT Monday through Friday (excluding holidays). Required gases include argon (ultra high purity), helium (industrial and ultra high purity grades), nitrogen (230 psi and ultra high purity), oxygen (ultra high purity), hydrogen (ultra high purity), compressed air (ultra high purity), and a custom methane-argon mixture, with approximate annual usage ranging from 1 to 180 units depending on gas type. The contractor must furnish all cylinders and dewars marked in accordance with DOT regulations, provide certificates of conformance or accept conformance markings, deliver Safety Data Sheets for each gas at first delivery, and offload/onload containers safely within the Landmark II building while maintaining security protocols. Invoicing occurs monthly based on an approved price list, with charges covering rental fees for bottles held, bulk gas costs, delivery fees, hazardous material fees, and bottle procurement fees for government-lost or damaged containers. The contractor shall provide monthly reports detailing each delivery by call number, date, location, gas type, container size and serial number, and invoice totals. The period of performance is one year with four optional annual renewal periods.

The Government Technical Representative (GTR) will be authorized to order gases against this contract but will not be authorized to obligate additional funds or change the scope of work.
The Contractor will deliver gas cylinders and dewars to the specific locations in the KSSL as specified by the GTR.
The Contractor will invoice the Government monthly for cylinders and dewars that are held at the KSSL and for cylinders and dewars that are lost or damaged by the Government.
Invoicing shall be based on the current price list as approved by the Contracting Officer.
When the contract expires or is terminated by either party, the Contractor shall pick up all their cylinders/dewars that are at the NSSC KSSL in accordance with direction provided by the GTR at no additional costs to the Government.

The gases identified are currently in use at the KSSL.
All fittings and gauges shall use the U.S. Customary System of measurement unless otherwise specified. Gas specifications are referenced to describe the required physical characteristics and not to specify the methods used to manufacture, contain, or test the gas. The Government reserves the right to procure additional gases or cylinder and dewar types under this contract.
B. All cylinders and dewars shall be furnished by the Contractor.
a. Cylinders and dewars shall be marked in accordance with DOT Regulations. A certificate of conformance will be provided for each order. The certificate shall reference the order number and shall state that the gas meets the applicable standard. If the Contractor’s cylinder and dewar markings indicate conformance to the standard, then that will be accepted in lieu of a certificate.
b. If the cylinder and dewar relief valve fail, then the Contractor shall reimburse the Government for the prorated value of the lost gas.
c. The Contractor shall specify in their proposal the volume of gas held in each cylinder and dewar type.
C. Gas cylinder and dewar delivery and pickup within the KSSL located in Lincoln, NE.
a. The Contractor shall deliver and pickup gas cylinders and dewars as specified by the GTR. The Contractor’s proposal shall include a required response time. The Government desires a one business day response time.
