About this file
This is supplemental information document for a USDA ARS contract to design and install PLC (Programmable Logic Controller) and HMI (Human Machine Interface) controls for a micro cotton ginning research facility in Stoneville, Mississippi.
The project involves controlling 48 motors ranging from 0.5 to 30 horsepower across various cotton ginning equipment including lint cleaners, cylinder cleaners, driers, conveyors, and fans. The contractor must install the PLC and HMI equipment in a NEMA 4 steel consolet with a plinth, minimizing downtime to the research facility. The PLC must support 230 discrete inputs, 130 discrete outputs, 26 analog inputs, and 20 analog outputs, with 20-25% spare I/O capacity provided. Acceptable PLC manufacturers include Schneider M340, Allen Bradley CompactLogix 5380, Siemens SIMATIC S7-1500, Omron NX1P2, and Automation Direct BRX, with pre-approval required for substitutions. The HMI must be sized to display fifty motor start/stop stations on a single screen (minimum 25" panel at 1920x1080 resolution) and meet U.S. Government source requirements. Motor starters must be non-reversing NEMA 1 type from approved manufacturers including ABB, Schneider Electric, Eaton, Siemens, Rockwell Automation, Mitsubishi Electric, Fuji Electric, or General Electric. Variable Frequency Drives must be from Schneider Altivar ATV340, Eaton Power XL DX1, or Mitsubishi FR-A800. The contractor is responsible for providing 120 and 240-volt single-phase power from the existing 45 kVa transformer. All motors are provided by USDA ARS. Delivery and installation must be complete by April 1, 2027.

1 – Installation:
a) The USDA ARS micro gin facility is a research laboratory. As such, the facility must remain functional to the degree possible to meet various research requirements.
Contractor will be required to perform installation of supplied equipment and associated materials in such manner as to minimize the down time of the micro gin research facility.
b) Contractor is responsible for providing 120 and 240 volt single-phase from existing 45 kVa transformer at east end of building 26 as required for new configuration.
2 – Motors:
a) All motors provided by USDA ARS. All are either on-hand or new.
b) Table 1 is a listing of all motors associated with the new micro gin configuration.
