About this file

This is a compliance checklist for evaluating offeror adherence to FAR 52.219-14 limitations on subcontracting requirements for a Total Small Business Set-Aside solicitation. The checklist requires offerors to disclose their performance approach, indicating whether the prime contractor will self-perform the required work or utilize subcontractors. For contracts involving subcontracting, offerors must provide detailed information about each subcontractor, including legal business name, Unique Entity ID, assigned NAICS code, size representation under the applicable NAICS code, and small business program status (such as SBA-certified SDVOSB, WOSB/EDWOSB, HUBZone, or 8(a) certifications). Supporting documentation of size and status must be submitted via capability statement, website, SBA certification, company letterhead, or other relevant evidence.

The prime contractor must certify compliance with the 50 percent subcontracting limitation, which restricts payments to non-similarly situated entities to no more than 50 percent of government-paid contract performance amounts, with work further subcontracted by similarly situated entities counting toward this limitation. Offerors acknowledge understanding that non-compliance may result in termination for default, negative Contractor Performance Assessment Reporting System (CPARS) ratings, or other government remedies. Incomplete responses render the quotation ineligible for award. The checklist applies to solicitation 1232SA26Q1460 for waterline repair and tie-in services at a greenhouse facility in Hilo, Hawaii, issued by the Department of Agriculture Agricultural Research Service under NAICS code 561210 (Facilities Support Services) with a small business size standard of $47 million.

1. Performance Approach Will the Prime Contractor self‑perform the required work?

☐ Yes. Prime will self‑perform the required percentage of work with its own employees.

☐ No. Prime intends to subcontract a portion of the work.

If “Yes,” skip Sections 2–4 and proceed to Section 5.

2. Subcontracting Intent Identify whether subcontracting is planned:

☐ Yes — The Prime will utilize one or more subcontractors.

☐ No — The Prime will not utilize subcontractors. (If “No,” return to Section 1A and correct your response.)

3. Projected Subcontractor Information (Complete this section for each subcontractor. Use Section 5 if more than one subcontractor is anticipated) Legal Business Name:

Unique Entity ID (UEI), if applicable:

NAICS Code Assigned to the Subcontract:

Size Representation for Assigned NAICS: The subcontractor represents it is small under the NAICS code listed in 3C.
