Statement of Work (SOW): HVAC & Dehumidification Equipment Procurement

Project Component: Environmental Control Systems for the Mexican Fruit Fly Eclosion Center.

Location: Reynosa, Tamaulipas, Mexico.

1. Program Background & Economic Importance

The Reynosa Mexican Fruit Fly Eclosion Center operates as a critical biological barrier using the Sterile Insect Technique (SIT) to suppress and eradicate populations of the Mexican Fruit Fly (Anastrepha ludens). This pest poses an immediate, destructive threat to multi-billion dollar citrus and thin-skinned fruit industries across North America.

Maintaining this specialized facility in Reynosa is of paramount bilateral economic significance: It protects millions of hectares of commercial citrus orchards (including grapefruit, oranges, and tangerines) throughout northeastern Mexico and the southern United States and Keeping the US-Mexico border free of fertile flies prevents catastrophic quarantine restrictions, market closures, and trade embargoes that would otherwise disrupt international agricultural supply chains.

The efficacy of the program relies entirely on the quality of the mass-reared sterile flies. Any deviation in rearing environments directly compromises insect competitiveness and field performance.

2. Project Objective

The objective of this document is the procurement and deliver two specialized industrial climate control units. These systems must be fully capable of maintaining strict, uninterrupted temperature and relative humidity (RH) thresholds required for optimal pupae holding and the successful eclosion of healthy, high-performance sterile Mexican Fruit Flies (Mexfly).

3. Scope of Supply (Technical Specifications)

The vendor shall supply, factory-test, package, and deliver the mechanical equipment detailed below.

Item 1: Industrial Desiccant Dehumidifier

Base Brand/Model: Munters HCD-600EA (or approved equal alternative).

Airflow Capacity: Nominal process airflow range of 300 to 1,125 CFM (optimized for 600 SCFM at facility static pressure).

Electrical Requirements: 460V / 3 Phase / 60Hz.

Reactivation System: Electric Reactivation (EA configuration).

Enclosure Rating: NEMA 4 control panel enclosure containing integrated PLC logic.

Quantity: 1 Unit

Operational Intent: Prevent high-humidity spikes in the Reynosa Mexfly facility to eliminate biological mold risk and secure perfect pupae development.

Substitution Restriction Note: This item is strictly specified as a Munters brand unit and is not easily substituted. The biological viability of the Anastrepha ludens mass-rearing process relies heavily on the specific desiccant matrix physics of Munters' proprietary HoneyCombe® rotor technology. Alternative vendors attempting substitution must prove identical structural integrity, specifically a fully continuous welded, strain-hardened aluminum casing ensuring true zero air-leakage, and must match exact metric performance curves without altering the facility's existing 460V electrical footprints or spatial footprint.

Item 2: Packaged Rooftop Unit

Base Model Reference: Carrier Weathermaker Series (or approved equal alternative such as Trane, York, or Daikin).

Nominal Capacity: 20 Tons of Refrigeration (20 TR).

Configuration: Single-packaged rooftop unit, Cooling-Only

Refrigerant: R410A (Factory pre-charged).

Compressor Type: Dual or multi-stage hermetic scroll compressors with internal over-temperature/pressure protection.

Electrical Requirements: 230V / 3 Phase / 60Hz.

Minimum Airflow: Must deliver a minimum of 7,000 to 8,000 nominal CFM at external static pressure to handle room biological thermal loads.

Quantity: 1 Unit

Operational Intent: High-volume sensible cooling to counteract high metabolic heat loads generated by adult fly emergence cycles.

Item 3: Air-Cooled Condensing Unit

Base Model Reference: Carrier Condenser Series (or approved equal alternative).

Nominal Capacity: 5 Tons of Refrigeration (5 TR).

Configuration: Air-Cooled Condensing Unit, Cooling-Only.

Refrigerant Compatibility: R410A.

Electrical Requirements: 230V / 3 Phase / 60Hz.

Quantity: 1 Unit

Operational Intent: Provide dedicated heat rejection and split-system cooling capacity for independent secondary biological zones or emergency backup thermal circuits.

4. Room Operating Parameters (Performance Targets)

Because biometric viability is highly sensitive to climate stress, the vendor must validate and guarantee in writing that the mechanical capacities of the offered equipment can stabilize the following facility conditions:

Pupae Holding & Cooling Phase: Target room temperature of 20°C to 22°C (±1°C).

Eclosion & Maturation Phase: Target room temperature of 24°C to 26°C (±1°C).

Relative Humidity Window: Continuous regulation between 60% and 70% RH (±5%) to maximize adult emergence rates and prevent crippling wing deformities.

5. Vendor Deliverables & Obligations

The selected vendor is strictly responsible for providing the following:

Equipment Delivery: Transport all units safely to the designated facility in Reynosa, Tamaulipas.
