About this file
This is a Statement of Work (SOW) for the installation of a new Butler Type storage building at Moore Air Base in Edinburg, Texas, for the USDA APHIS Aircraft & Equipment Operations (AEO) facility. The project involves installing a 100 feet long by 50 feet wide steel storage building that will house specialized equipment for the New World Screwworm program and support various APHIS Plant Protection and Quarantine initiatives.
The contractor must modify the existing government-furnished, partially inventoried building materials to create a fully enclosed structure on all sides with wall panel siding. Specific requirements include installing one employee access door on the Northwest side and one roll-up door entrance on the South side, providing concrete footings for stability, and installing the building on the concrete flight line east of building 6430. The shop drawings (AS-Built plans) must be sealed by a Texas Structural Engineer for a 120 mph wind load and submitted in both digital and hard copy formats to USDA Facilities Management Services. The project completion deadline is 120 days from the Notice to Proceed. All work must comply with EPA requirements, state and local codes in Texas, be performed by EPA-certified technicians during normal business hours (Monday–Friday), and use only new, unused materials and equipment. The facility is restricted, requiring contractors to maintain valid identification, provide temporary restroom facilities for projects exceeding three working days, and remain within the designated construction area under a qualified job site superintendent's supervision.
