AREA1RX26073-Replacing old outdoor lights and outdated exterior electrical wiring

BACKGROUND

The Mexican Fruit Fly (Mexfly) remains one of the most destructive agricultural pests in North America, threatening over 50 varieties of fruit and vegetable crops, including citrus, mango, and avocado. To combat this threat, the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) operates an Emergence and Release Facility (ERF)—commonly referred to as an Eclosion center—in Reynosa, Tamaulipas, Mexico. At this facility, sterilized fruit flies in their pupal stage are received, emerged, packed, and released over Northern Mexico. These Preventive Release Programs (PRP) serve as the first line of defense against invasive pests before they enter the U.S. By releasing sterile male fruit flies across the region to mate with any introduced non-sterile females, the program biologically breaks the life cycle and prevents the establishment of wild populations. As a critical component of the Sterile Insect Technique (SIT) program, this facility supports the release of approximately 165 million sterile Mexican fruit flies per week across the border region, protecting both the U.S. and Mexican agricultural economies. Given the facility’s strategic importance and its location in a high-traffic border zone, seamless operational security, safety, and communication are paramount.

Following an IT specialist's assessment, this project targets critical operational needs at the Emergence and Release Facility (ERF) in Reynosa, Tamaulipas, Mexico. Implementing this certified Category 6 Horizontal Structured Cabling System is essential to establish reliable, adequate internet connections, which are crucial for maintaining seamless facility operations. This Statement of Work (SOW) outlines the specific requirements for the installation at the USDA–APHIS Mexican Fruit Fly Dispersal Center.

Scope of Work:

The project includes the implementation of 62 data points (see Annex A) and the installation, labeling, certification, and documentation of a complete Cat 6 Structured Cabling System.

Preparation of "as-built" drawings and technical reports necessary for the design and installation Removal of all previously installed cabling, so that only the cabling that is the subject of this call remains.

Coordination to avoid interruptions to current service. Any maintenance window will be scheduled in advance with the IT department.

Project ID: AREA1RX26090 Location: USDA Facility (Area 1, Reynosa Mexican Fruit Fly Eclosion Center)

1. Objective The Contractor shall provide all labor, materials, equipment, and supervision required for the project. The purpose of this SOW is the implementation of a certified Horizontal Structured Cabling System at the facilities of the Mexican Fruit Fly Dispersal Center.

2. Detailed Task Descriptions Applicable Codes and Standards •ANSI/TIA-568.2-D – Balanced twisted-pair components and performance (Category 6).

• ANSI/TIA-569-D – Telecommunications pathways and spaces for commercial buildings.

• ANSI/TIA-606-C – Administration of telecommunications infrastructure.

• ANSI/TIA-607-B (or latest edition) – Telecommunications grounding and bonding.

• BICSI best practices (TDMM) for cabling installation and handling.

3. Technical Specifications The system will follow open architecture, star topology, and comply with the performance and installation requirements for Category 6 cabling as specified in ANSI/TIA standards:

• Maximum channel length: 100 m (90 m Permanent Link + up to 10 m of patch cords: typically, 5 m in Work Area (WA) and 5 m in Telecommunications room (TR).

• Cat 6 operating frequency: up to 250 MHz; recommended link speed: 1 Gbps.

• Minimum bend radius: ≥ 4 × cable diameter.

• Power cable spacing: maintain minimum spacing according to TIA-569-D; 90° crossovers when proximity cannot be avoided.

• Pulling tension: respect manufacturer limits.

• Cable ties: use only Velcro-type cable ties; the use of zip ties that compress the cable is not permitted.

• Termination: T568B scheme by default.

• Manufacturer compatibility: all channel components (cable, jacks, patch panels, and patch cords) must be compatible with each other and preferably from the same manufacturer.

4. Required Materials and Components Cable

• Category 6 UTP horizontal cable, solid copper, 24 AWG, CMR rated, on a new pull box.

• Compliant with ANSI/TIA-568.2-D and manufacturer certification (UL/ETL or equivalent) Patch Panels

• 2 x 24-port modular patch panels (48 ports total, expandable), Cat 6 UTP, with identification labels and associated horizontal organizers.

• IDC 110 terminal or equivalent; compatible with T568A/T568B wiring schemes.

Keystone jacks RJ45 (Cat 6 UTP):

• Compliant with ANSI/TIA-568.2-D and IEC 60603-7-51.

• Tool-less or IDC 110; with clear guide for T568A/B and identification label.

Wall Plates

• 1-2-4 port plates as needed, with Cat 6 compatible frames and modules.

• Use enclosures and frames that allow for bend radius management and mechanical protection.

Patch Cords

• Cat 6 UTP, stranded copper, factory-made and certified by the manufacturer, with 8-position RJ45 connectors and anti-bend boots.

• Typical lengths: 1–2 m (rack/TR) and 2–5 m (WA)

• Compliant with ANSI/TIA-568.2-D, certified (UL/ETL or equivalent).

Cable routing and management

• Provide ducts, raceways, and metal trays/ladders with fastening hardware; and vertical and horizontal rack management.

• In metal cable trays, ensure grounding in accordance with TIA-607 and applicable NOM standards.

5. Labeling and Administration (TIA-606-C)

• All cables, jacks, patch panels, and patch cords must be labeled with unique identifiers as required by TIA-606-C using self-laminating labels or labels protected with a plastic cover (abrasion resistant).

6. Testing and Certification

• Permanent Link and Channel tests must be performed for all 62 points using an approved field certifier (e.g., Fluke DSX).

• Full PDF reports must be delivered for each point.

• Re-certification at no cost for points that do not meet parameters, after corrections

10. Deliverables

• Complete, labeled, and operational installations in accordance with this SOW and approved by the Center's Management.

• Project technical report with as-built drawings (routes, spaces, materials) and photographs.

• Certification reports (Permanent Link + Channel) in accordance with ANSI/TIA-568.2-D Cat 6, in PDF format for each item.

• Detailed inventory (model, brand, quantity, manufacturer's warranty, invoices, and licenses, if applicable).

• Digital media (USB) contains all the above documentation.

7. Exclusions

• Active network equipment (switches, routers, access points).

• Conditioned power or UPS installation.

• Racks or cabinets unless required for cable management.

• Civil works or structural modifications.

8. Warranty and Acceptance Criteria

• A minimum 12-month labor warranty must be provided. Manufacturer warranties apply as provided.

• Acceptance requires full compliance with standards, documentation, tests, and labeling requirements.
