About this file

This document is a specification section set for the Kelly Forks Powerline Replacement project, containing contract administration and product requirements sections.

The project scope involves replacement of approximately 600 linear feet of overhead power lines, one power pole, and reinstallation of existing pole-mounted transformers to restore the overhead electrical distribution system to complete working order. The contractor must schedule work to accommodate owner occupancy upon substantial completion and minimize operational conflicts. Payment applications must be submitted electronically with three hard copies at intervals stipulated in the agreement, using architect-approved electronic formats rather than handwritten forms. Substitution requests for products, assemblies, materials, and equipment require complete documentation demonstrating compliance with contract documents, with the proposer bearing the burden of proof. Each substitution request is limited to a single item and constitutes representation that the submitter has investigated the proposed product, agrees to provide equivalent warranties, will coordinate installation at no additional cost to the owner, and waives claims for additional costs or time extensions. Quality control requirements mandate compliance with manufacturer instructions in sequence, verification of field measurements against shop drawings, replacement of any work not meeting specified requirements, and use of qualified personnel to perform work. Product specifications require ANSI O5.1 treated Western Red Cedar utility poles with AWPA P1/P13 creosote preservative and complete sapwood penetration; straight-grained crossarms and timbers with similar treatment; bare copper medium-voltage overhead line conductors; aluminum secondary conductors with 300-volt cross-linked polyethylene insulation; bare ACSR messenger for neutral; and porcelain insulators with minimum 80 kV wet flashover rating.
