About this file
This document is Forest Service Supplemental Specifications (FSSS) for the Ashley Lake North Campground Renovation project (NFSR #11296) located in the Flathead National Forest, Tally Lake Ranger District, Montana. The specifications modify FP-24 (Federal Project standards) for construction of National Forest System roads and facilities.
The project scope encompasses comprehensive campground renovation including construction of new campground loop roads, campsite spurs, picnic areas, and walking paths; development of a new water well and water system; clearing and grubbing; excavation and material placement; installation of barrier rocks and crushed aggregate surfacing; fabrication and installation of concrete/wood picnic tables, concrete wheel stops, fire rings, and steel/wood benches; and seeding, fertilizing, and mulching of disturbed sites. Key material specifications include crushed aggregate (maximum 1-inch size), screened aggregate, precast concrete vault toilets (Gunnison by CXT, Inc. or Aspen by Missoula Concrete Construction), concrete sewage holding tanks (2,000-gallon capacity), water system components (frost-free hydrants, ball valves, buried polyethylene storage tanks, submersible pumps), picnic tables with wood surfaces stained Forest Service Brown (FED-STD-595C #20059), fire rings, benches, mooring posts, and single-panel kiosks with cedar shingle roofing. Construction quality control requirements mandate NICET Level II certification or equivalent for testers, contractor-furnished weed-free materials, and adherence to AASHTO testing standards for aggregate gradation, compaction density, and plasticity indices. The specifications establish detailed construction tolerances, measurement procedures with specific decimal accuracy requirements by pay item type, and payment adjusted according to acceptance criteria under Subsection 106.05.
