About this file
This is a Statement of Work (SOW) for towing services required by the U.S. Forest Service. The project involves towing the Misty Barge, a 61-foot steel-hulled vessel weighing approximately 90 tons with an attached two-story wood-framed barracks structure and four associated floats, from its current location at Winstanley Island in Behm Canal to Shelter Cove remote dock in Carroll Inlet near Ketchikan, Alaska. The period of performance extends from the date of award through July 1, 2026, with an option to extend through November 30, 2026. Earlier performance is preferred.
The contractor must furnish all labor, materials, equipment, supervision, and transportation to complete the towing operation and related tasks. Key contractor responsibilities include coordinating the tow schedule with the Contracting Officer's Representative (COR) 48 hours prior to transportation, disconnecting and securing all lines, anchors, floats, and deck items, closing all hatches and vents, ensuring proper moorage according to an attached site development plan, and providing 100 gallons of diesel fuel for on-board generators. The contractor must also clean the deck of ocean debris upon arrival. Key personnel requirements specify that the captain must hold an active endorsed license and the towing vessel must have current USCG registration, with certified licensing documentation submitted 21 days prior to assigning any captain other than the one initially proposed. Performance standards require delivery of the barge and floats by the required delivery date in the specified orientation, with COR inspection and acceptance as the surveillance method, and reperformance or task completion as the remedial action for non-compliance.
