About this file
This is a Statement of Work (SOW) for compressed gas cylinder storage area repairs and safety upgrades at the USDA Eastern Regional Research Center (ERRC) in Wyndmoor, Pennsylvania. The contractor must rebuild and prepare two dedicated storage areas, each measuring 9 feet by 15 feet, to safely store up to 40 compressed gas cylinders in compliance with OSHA and NFPA standards. Work scope includes demolition and removal of existing asphalt and concrete slabs, temporary relocation of mixed industrial gas cylinders, replacement of damaged cyclone fencing components, and disposal of old cylinder racking. The contractor must provide proper subbase compaction, moisture barriers, and pour new reinforced concrete slabs (4-6 inches thick) with non-slip broom texture and drainage slope, ensuring the finished surface is flush with the sidewalk entrance.
The storage areas must be equipped with 9-foot-high corrugated metal roofs with galvanized tube frames anchored to new slabs, OSHA-certified fixed steel racks or straps to secure cylinders upright, and required safety signage including "Danger - Compressed Gas" and "No Smoking / No Open Flames" warnings. All work must comply with OSHA 29 CFR 1910.253 and 1910.101, NFPA 55, NFPA 51/51B, and International Fire Code requirements. The contractor is responsible for all labor, materials, equipment, tools, supervision, safety, and disposal services. Work must be completed during ERRC operating hours (0730-1530, closed weekends and federal holidays). Deliverables include project completion notification, final walkthrough with the government representative, and completion of a punch list before acceptance and invoicing.

Project USDA, Eastern Regional Research Center (ERRC), Wyndmoor, PA Compressed Gas Cylinder Storage Area Repairs and Safety Upgrades.
General Information
1.0 Scope of Work
The contractor shall furnish all labor, materials, equipment, tools, supervision, safety and disposal services necessary. All work must comply with applicable building codes, OSHA safety standards, and manufacturer installation requirements.
The purpose of this project is to rebuild and prepare two (2) dedicated compressed gas cylinder storage areas, each measuring 9 feet by 15 feet, to safely store a total of up to 40 compressed gas cylinders. Work includes surface asphalt and concrete removal, form and pour new level pads, and installation of OSHA‑certified cylinder storage racks to provide segregation, restraint, and labeling consistent with OSHA 29 CFR 1910.253 and relevant NFPA standards.
1.1 Working hours

2.0 Background
The Eastern Regional Research Center (ERRC) is one of four Regional Research Centers of the Agricultural Research Service, U.S. Department of Agriculture. The ERRC is home to the nation’s leading scientists and engineers who solve problems facing the U.S. today and tomorrow with fundamental, applied, and developmental research on agricultural commodities. Most of this research is conducted in the main building within two laboratory wings. The original building was constructed in 1940. Due to continuous upgrades and renovations, ERRC is very modern with respect to laboratory design and system condition.
Contractor Requirements
3.0 Technical Requirements
Repair Compressed Gas Cylinder Storage Area Surface and Racks for Safety Upgrades
3.1 Outside 8 x 15 Storage Areas (x2)
3.1.1 Demolition
· Temporarily relocate mixed industrial gas cylinders to a safe, code‑compliant holding area during renovation.
· Remove and dispose of all existing cylinder racking.
· Disassemble the current cyclone fencing to reinstall after all other steps are completed. Replace damaged or corroded chain‑link posts, top rails, and gate hardware as needed.
· Remove and inspect roofing and frame when the cyclone fence is disassembled. Replace damaged or corroded components of the roofing and/or frame.
· Remove existing asphalt and concrete slabs within both 9'×15' fenced enclosures.
3.1.2 Site Preparation
· Build forms to pour and maintain the existing 9'×15' footprints.
· Provide proper sub‑base compaction and moisture barrier.
· Install a new reinforced concrete slabs (x2) sized 9'×15', minimum 4"-6” thickness in both the empty cylinder storage cage and the full cylinder cage.
· Slope slightly for drainage away from cylinders and pedestrian paths.
· Ensure new slab is flush with sidewalk entrance, screed as needed.
· Finish surface to a non-slip broom texture
3.1.3 9' High Corrugated Metal Roof (x2)
· Reinstall galvanized tube frame with posts anchored to the new slab.
· Replace any corroded components with new components.
· Reinstall corrugated metal roofing panels with appropriate fasteners and trim.
· Provide minimum slope for drainage and direct runoff away from the sidewalk and enclosure.
· Set both roofs height at 9' above finished grade.
3.1.4 Mixed Industrial Gas Storage Requirements
Mixed industrial gases typically include oxygen, nitrogen, argon, CO₂, acetylene, helium, hydrogen, etc. Storage must follow OSHA, NFPA 55, and IFC requirements:
· Provide and install fixed steel racks, chains, or straps to secure cylinders upright.
· Install required signage: (per NFPA 704 or as applicable)
· “Danger – Compressed Gas”
· “No Smoking / No Open Flames”
