General Information
1.0 Scope of Work
The Contractor shall furnish all labor, materials, supervision, equipment, and transportation necessary to locate, identify, mark and digitize in Computer Aided Design (CAD) format the underground utilities located on the grounds at the Beltsville Agricultural Research Center (BARC) and the U.S. National Arboretum (USNA) for areas noted by the Contracting Officer’s Representative (COR).
2.0 Background
Beltsville Agricultural Research Center (BARC) located at 10300 Baltimore Ave in Beltsville, MD and the U.S.
National Arboretum (USNA) located at 3501 New York Ave NE in Washington D.C., are administered by the Agricultural Research Service (ARS) the chief, scientific research agency under the U.S. Department of Agriculture (USDA). The Facilities Services (FS) Office is responsible for a wide-range of repairs and/or facilitating repairs from broken water lines to planting trees and shrubs. FS requires underground utility locating services throughout BARC and the USNA, as existing historical records aren’t complete in noting their exact location. These services will require a contractor to coordinate, locate, and document findings on the grounds of BARC and the USNA.
Contractor Requirements
3.0 Technical Requirements / Tasks
The Contractor shall provide the following services:
A. Research the area in which the utility locating service is to be performed referencing existing BARC and USNA drawing archives, local utility plans, as well as visual inspection of the site to determine which types of utilities are likely to be present. Access to the archives and plans shall be coordinated through the COR
B. Locate underground cable, piping, valves, tanks, utilities, etc., identified in project when provided by the COR to within 18 horizontal inches of the actual location and mark the buried utility using a color-coded, lead-free marking paint designed for use on soil grass and pavement and using color-coded 5”x 4” marking flags (color conventions are listed below). In the event snow is present at the time of the request, marking flags only will be accepted.

C. In the event a utility line is mismarked and struck (outside the 18-inch tolerance provided for in the above paragraph) the contractor will be held responsible for all costs resulting from the damage and its repair. This will be directed by the Contracting Officer after a review of the circumstances arising from the event.
4.0 Government Furnished
The contractor will be provided access to BARC and USNA archived data. The contractor shall furnish its own equipment used in the accomplishment of required tasks.
5.0 Deliverables / Schedule
Digital drawing files (pdf) as well as the above referenced CAD files of the area of interest when requested.
Drawings shall be submitted to the TPOC within (2) two working days of marking. The estimated number of scheduled visits is 100 per year. The COR will initiate service visits. The contractor shall provide service within two (2) working days after the Government’s request.
5.0 Period of Performance
• Base Period: 30SEP2026-29SEP2027
• Option Period 1: 30SEP2027-29SEP2028
• Option Period 2: 30SEP2028-29SEP2029
• Option Period 3: 30SEP2029-29SEP2030
• Option Period 4: 30SEP2030-29SEP2031
6.0 Timekeeping Documentation
The contractor shall maintain an accurate and current logbook indicating dates and times of site visits to BARC/USDA for billing purposes. The contractor shall make the logbook available to the Technical Point of Contact (TPOC) upon request and shall notify the TPOC prior to any site visits expected to last longer than 4 hours or site visits to be made during other than normal working hours which are defined as Monday through Friday from 8:00 am to 4:00 pm.
7.0 Coordination
The contractor shall coordinate its activities with other contractors working in the affected areas as well as any Government personnel who will be inconvenienced by the work.
8.0 Holidays
The following federal holidays listed below shall be observed by the contractor unless otherwise stated by the COR and/or the Contracting Officer.
