About this file
This is a Statement of Work (SOW) for well water management system upgrades at the National Cold Water Marine Aquaculture Center (NCWMAC) in Franklin, Maine, operated by the USDA Agricultural Research Service.
The project involves four primary objectives for freshwater well USDA-7: (1) replace existing direct burial electrical wire with new wire placed in conduit, meeting 3-phase 460-volt electrical codes for a 1.5 hp Goulds 18GS15 pump motor, running approximately 1,500 feet from the mechanical/electrical room to the well with proper burial depth and trench width compliance; (2) procure and install a new Variable Frequency Drive (VFD) and sinewave filter in the mezzanine or electrical room, with the filter rated for 1,850 feet of wire at 360 volts and compatible with the existing pump; (3) procure a spare VFD compatible with the sinewave filter; and (4) ensure all work follows state permitting laws, particularly for the marked wetland area traversed by the wire run. The contractor must coordinate a 5 business day advance notification with site facilities manager Benton Shattenberg for any water system interruptions due to fish welfare requirements and must properly sanitize all materials before installation. A pre-quote site visit is encouraged. The contractor bears full responsibility for permits, safety planning (SSSP submission within 14 business days of award), quality control, property protection, debris disposal, and site cleanup. The period of performance is 60 days after notice to proceed. Equipment preference is for off-the-shelf brands available locally or online without licensing to ensure timely and economical future repairs, as well interruptions are critical to facility operations.

Statement of Work Well Water Management System Upgrades
Background.
The National Cold Water Marine Aquaculture Center (NCWMAC) in Franklin, ME is utilized by the U.S. Department of Agriculture, Agricultural Research Service (USDA, ARS) to manage a national research program to address the cold-water marine aquaculture industry’s highest priority research needs. The facility was established in 2003 to provide support for the United States salmon producers. The facility utilizes multiple recirculating aquaculture systems (RAS) for fish rearing.
NCWMAC currently utilizes wells for our primary source of water for biosecurity reasons. To better utilize our water resources, we would like to complete the following projects:
• Replace direct burial wire for freshwater well, USDA-7.
• Put new wire in conduit.
• New well pump variable frequency drive (VFD) for well USDA-7.
• New sinewave filter for well USDA-7.
On site point of contact:
Benton Shattenberg Benton.Shattenberg@usda.gov

Location of work:
25 Salmon Farm road, Franklin, Maine 04634
Objectives:
1. Replace existing direct burial wire to well USDA-7. New wires will be placed in conduit.
Wire size must meet electrical codes for 3-phase, 460 volt. Wire must be rated for a 1.5 hp motor for well USDA-7. Currently, well USDA-7 is a Goulds 18GS15. Wire burial depth must meet electrical codes based on the location. Wire must be placed along the same path as the existing wire. New conduit/wire must be rated for use in wet ground locations. The wire will be going under a paved driveway. It is unknown if there is conduit under the paved area, if so, it may be used. All state permitting laws must be followed for replacing wire/conduit in a marked wetland area. See attached map of property for new wire run for USDA-7.
a. The distance from the mechanical/electrical room to well USDA-7 is approximately 1,500 feet.
b. Trench depth and width must meet electrical codes.
c. Care must be taken to warn pedestrians of the excavation site and trench. No trespassing signs will be provided by the site to deter pedestrians. Measures must be taken to prevent people/wildlife from falling into the trench.
2. VFD and a sinewave filter for well USDA-7.
a. Remove old control panel for USDA-7. Procure and install a new VFD and
Sinewave filter for well USDA-7. Sinewave filter must be installed in the mezzanine or electrical room. Filter must be compatible with the VFD, wire size and type. Sinewave filter must be rated for 1,850 feet of wire at 360 volts. Must be compatible with the current well pump: Goulds 1.5 hp 18GS15.
3. Procure a spare VFD for USDA-7 that is compatible with the sine wave filter.
VFDs and Sine Wave Filter When installing new equipment, easily accessible replacement parts and materials are preferred.
Off-the-shelf brands and materials that can be easily acquired locally or online, without a license will make repairs timelier and more economical. Overly specialized technology that is not locally available is hard to replace on short notice. Wells cannot be down for a prolonged time, as they are a critical element of our facility.
Animal Welfare:
All interruptions of water to systems with fish must be coordinated with the site facilities manager Benton Shattenberg. A minimum notification of 5 business days in advance must be given before interruption of water. If there is an interruption of water without warning and causes harm to fish, the contractor could be liable for damages. All materials will be properly sanitized before installation. After installing new flow meters, the systems will be flushed to reduce the chances of harmful chemicals and particulate going to fish tanks before resuming water flow. All care must be taken to ensure human and animal safety and welfare.
Pre-Quote Site Visit Interested vendors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The purpose of a site visit is to observe conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents detail definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
General Requirements
1. Permits The contractor is responsible for acquiring any applicable permits required to complete building and excavation projects. The direct burial wire for USDA-7 passes through a marked wetland delineated area.
