The total estimated value of the proposed acquisition is $783,180.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) The property or services needed by the agency are available from only one brand and no other type of property or services will satisfy the needs of the agency. (FAR 13.501(a))

5. Rationale Justifying Use of Cited Statutory Authority

NSWCCD, Code 618, requires the supplies listed in Section 3 of this Justification, in order to support the USMCs ongoing XFAB Program.

The Government intends to integrate the large format 3D printer systems and equipment into XFAB expandable shelter systems that ultimately are assembled for deployment to Marine Expeditionary Forces (MEFs). The large format 3D printer systems are part of a network of equipment within the XFAB shelter systems, and must fit within the shelter systems.

This specific brand and model of 3D printer replicates the same brand and model of printer used in first article units of the XFAB shelter systems that underwent testing at NSWC Crane Division. Those XFAB systems received testing certification, cybersecurity certification, and fielding approval from the USMC Program Manager Supply & Maintenance Systems, with the use of this specific brand and model of 3D printer. NSWCCD previously purchased this specific brand and model of 3D printer under Purchase Order No. N00167-21-P-0239, and those supplies are currently integrated into the XFAB shelter systems.

Consequently, consideration of a large format 3D printer other than the brand name and model contemplated with this Justification is not feasible as the 3DP 300 Series Workbench Pro 3D Printer is part of the baseline for the XFAB shelter system. This specific brand and model of 3D printer factored into the specifications of each XFAB shelter system, as it pertains to space, weight, and tie downs for each shelter. Should the Government use a different brand and model of large format 3D printer within the XFAB shelter system, the layout of the shelter and the weight would change and negatively impact the standardization and consistency amongst the XFAB shelter systems to be fielded. Market research found that there are no other printers with the required minimum build volume that also meet the maximum overall dimension and weight requirements.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

NSWCCD intends to issue a combined synopsis/solicitation pursuant to FAR 12.603, and the notice will be posted to the SAM.gov website.

The Government conducted market research through an informal internet search, and identified multiple authorized resellers capable of providing the specific brand and model of large format 3D printer contemplated with this justification.

7. Determination of Fair and Reasonable Costs

In accordance with FAR 13.106-3(a), the Procuring Contracting Officer (PCO) shall ensure that all supplies provided under the IDIQ contract and subsequent orders are procured at a fair and reasonable price. The PCO shall determine that the anticipated contract represents the best value (as defined in FAR 2.101). Experienced technical analysts and contract specialists will review the quotations received in response to the solicitation. The PCO will use past procurements from the Navy and other Department of Defense (DoD) agencies that have acquired 3DP branded 3D printers, when conducting the price analysis. This information will form the basis for negotiating a fair and reasonable price.

8. Actions to Remove Barriers to Competition

The Government will continue to canvass the manufacturing industry (via symposiums, conferences, RDT&E testing) for advancements in the large format 3D printer market. If the capability of the large format 3D printer technology changes, the Government will reexamine future needs and applications. The Government intends to maintain open communication with the large format 3D printer industry as the needs of the Government evolve with technological advances.
