B.2 STATEMENT OF WORK
DUKE UNIVERSITY SCHOOL OF MEDICINE &
DURHAM VA HEALTH CARE SYSTEM
CONTRACT FOR VA RESEARCH FUNDED STUDIES
BACKGROUND:
VA Merit (Project ID GAST-005-20) titled “Applying an ‘omics approach to hepatic decompensation events and hepatocellular carcinoma in veterans after HCV cure with direct acting antiviral therapy” requires lab services to provide plasma and liver tissue levels of proteins and metabolites that will inform our plasma based signature of outcomes after HCV cure and are relevant to Veterans with severe liver disease. This VA Merit requires cutting-edge ‘Omics technology’ to develop novel risk stratification tools with high impact on clinical care of Veterans with severe liver disease. This work will shift current research paradigms by utilizing:
(1) novel theoretical concepts (dysregulation of bioactive lipid metabolism) converging on a common mechanism by which metabolic liver diseases (viral and non-virally mediated) interact to modulate fibrogenesis and hepatocellular carcinoma risk, and (2) analytic approaches (metabolomic and proteomic platforms for comprehensive profiling which use state-of-the-art electrospray ionization technology combined with high performance liquid chromatography and multiple reaction monitoring).
SCOPE:
The contract will cover tasks and services at the Duke University Mass Spectrometry Assessment of Targeted Metabolomic and Proteomic Services for the Department of Veterans Affairs, Research and Development. Duke University will provide metabolomics and proteomic lab services as described within the SOW including state-of-the-art mass spectrometry-based technologies. This project focuses on liver tissue and plasma samples. All analyses will be conducted on de-identified samples, and no protected health information (PHI) will be provided.
PERIOD OF PERFORMANCE: Period of performance: 22 August 2025 – 21August 2026, during period of award.
PLACE OF PERFORMANCE:
Services will be rendered at Duke University, Metabolomics, Proteomics, and Sequencing Laboratory.
CONTRACT TYPE:
Requirements Contract (FAR 52.216-21, Requirements). A Requirements contract provides for filing actual purchase requirements of services during a specified contract period by placing task orders. The following table represents the Government’s realistic estimate for the contract inclusive of option periods in accordance with 52.216-21. Estimates outlined in the chart below are for the purpose of estimating the Government’s needs. This is not a guarantee that the Government will order these services and should only be considered an estimate of anticipated needs. Actual needs will be issued under task orders based on the VA research project requirements.
SPECIFIC TASKS AND ASSOCIATED DELIVERABLES:
Task 1: Acquire and analyze plasma and liver tissue for metabolites and proteins to discover novel tissue and plasma signatures and pathways key to development of hepatocellular carcinoma (HCC) and to inform an existing circulating biosignature of metabolites predictive of
HCC.
1) The Contractor, Duke University, will receive de-identified human plasma and tissue samples from Duke University BRPC on behalf of the VA Project Team, labeled with Study ID tracking labels. The contractor signs in the samples and logs tracking numbers into a tracking database and provides short-term storage in -80o Celsius environment.
2) The Contractor, Duke University will receive de-identified human plasma and tissue samples from the Durham Veterans Affairs Medical Center the VA Project Team, labeled with Study ID tracking labels. The contractor signs in the samples and logs tracking numbers into a tracking database and provides short-term storage in -80o Celsius environment.
3) The Contractor, Duke University, will prepare plasma and conduct targeted mass spectrometry (LC-MS/MS) to profile metabolites using Q500, oxylipin, and bile acid kits, as well as profile proteins in plasma. This allows for the targeted quantification of amino acids, biogenic amines, acylcaritines, total hexoses, lipids, phospholipids, bile acids, fatty acids and proteins.
4) The Contractor, Duke University, will prepare liver tissue and conduct targeted mass spectrometry (LC-MS/MS) to profile metabolites using Q500, oxylipin, and bile acid kits, as well as profile proteins in tissue. This allows for the targeted quantification of amino acids, biogenic amines, acylcarnitines, total hexoses, lipids, phospholipids, bile acids, fatty acids and proteins.
5) Data in the form of concentration values will be returned in a single set associated to de-identified participant numbers. The Duke University Contractors will use appropriate methodology when quantifying analytes and will use raw levels obtained from the various methodologies to calculate biological levels of each analyte, in the standard literature unit for each analyte, and will return the full list of analyte levels to the VA Project Team. The calculated levels will then be reviewed by both a member of the Contractor and a member of the VA Project Team for accuracy and correctness. Any inaccuracies discovered will be assessed by the representative of the Contractor and the
VA Project Team. The contractor shall export the analyte levels into an agreed VA format.
6) All biological materials will be returned to the VA Project Team upon completion of project analysis. All raw and calculated analyte levels obtained from the quantified VA Project Team samples are exported into a useable format for VA use and provided to the VA Project Team.
CONTRACT MONITORING PROCEDURES:
The Contracting Officer Representative (COR) for this contract will be assigned upon award of contract and report any issues or changes to the Contracting Officer. Any changes under this contract and any subsequent task order must be approved in writing by the Contracting Officer.
SECURITY: C&A requirements do not apply. No PHI, PI, sensitive information will be exchanged under this contract. Frozen samples with de-identified, coded information will be provided.

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).
(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
(v) Amounts shall be due at the earliest of the following dates:
(A) The date fixed under this contract.
(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.
(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on—
(A) The date on which the designated office receives payment from the Contractor;
(B) The date of issuance of a Government check to the Contractor from which an amount otherwise payable has been withheld as a credit against the contract debt; or
(C) The date on which an amount withheld and applied to the contract debt would otherwise have become payable to the Contractor.
(vii) The interest charge made under this clause may be reduced under the procedures prescribed in FAR 32.608-2 in effect on the date of this contract.
(j) Risk of loss. Unless the contract specifically provides otherwise, risk of loss or damage to the supplies provided under this contract shall remain with the Contractor until, and shall pass to the Government upon:
(1) Delivery of the supplies to a carrier, if transportation is f.o.b. origin; or
(2) Delivery of the supplies to the Government at the destination specified in the contract, if transportation is f.o.b. destination.
(k) Taxes. The contract price includes all applicable Federal, State, and local taxes and duties.
(l) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. (i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such clause.
