About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs Network Contracting Office 22 in Long Beach, California for Consolidated Water Utilities Management (CWUM) Services.

The solicitation seeks a service-disabled veteran-owned small business (SDVOSB) to provide comprehensive water management services across eight VA healthcare facilities in California, Arizona, and New Mexico: Long Beach, Albuquerque, Prescott, Phoenix, Tucson, Loma Linda, Greater Los Angeles, and San Diego. The contract is for a one-year base period beginning September 1, 2026, with four one-year option periods through August 31, 2031. The total estimated value is $19 million. Services required include CWUM sustainability services (facility water utility management plan audits and remote monitoring), validation sampling and testing (Legionella, total bacteria, sterile processing, dental, dialysis, and other waterborne pathogens per AAMI ST108 standards), equipment maintenance and servicing (backflow devices, filtration systems, monitoring devices), and web-based data management with real-time reporting and alert capabilities. The contractor must possess CDC Elite Lab Certification, ISO/IEC 17025 Lab Certification, State Certified Water Sampler licenses for California, Arizona, and New Mexico, ASPE Certified Plumbing Design credentials, State Licensed Plumber credentials for all three states, and both Environmental and Mechanical Engineer PE licenses for California, Arizona, and New Mexico. Minimum liability insurance of $1,000,000 is required. Offers are due by June 5, 2026, at 10:00 AM PDT and must be submitted electronically to Marc.Torres@va.gov. Award will be made to the responsible offeror offering the lowest price, evaluated on price alone as the sole evaluation factor, provided the offeror meets all special standards of responsibility including required certifications and licenses.
