140R3025Q0042– HD Visitor Center Main Elevator Repair

This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR

13.103-1(b)(1), this project will be solicited on a noncompetitive basis because there is only one responsible source capable satisfying the agency’s requirement.

The Bureau of Reclamation, Hoover Dam, has a requirement for repair of the Hoover E1 and E2 Visitor Center elevators. These will be conducted in accordance with American Society of Mechanical Engineers (ASME

A17) safety code inspections and testing, technical consulting, equipment condition surveys, and performance evaluations for the E1 and E2 Visitor Center elevators at the Hoover Dam. Degradation of the traction motor isolation pads has resulted in a motor shift on both E1 and E2. E1’s motor shift is severe enough that the wire roping is no longer aligned properly and has rubbed to the point of requiring replacement. E2’s motor shift is not as severe but has caused some roughing on the wire ropes. The contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to effectively and efficiently fulfill all requirements of this contract for the listed facility.

Reclamation intends to award, on a sole source basis, a single award Firm Fixed Price contract to KONE Inc.

KONE has been the only vendor that has been willing to provide services to Hoover Dam. Request for

Information (RFI) emails have been sent out to other vendors in the local area with no responses being received. This repair is considered a urgent requirement and therefore it was determined based on market research that sole sourcing this requirement to KONE Inc was in the best interest of the government.

The NAICS for this action is 238290, Other Building Equipment Contractor, which has a small business size standard of $22 million.

Award is anticipated in May 2025. The resulting contract will be a Single Award Firm Fixed Price contract.

The contract award information will be posted on SAM.gov Contract Opportunities website at SAM.gov |
