2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office (NCO) 10 intends to award a new firm-fixed-price, brand-name purchase order to Standard Imaging for an electrometer.
ESTIMATED DOLLAR VALUE:
REQUIRED DELIVERY DATE: 60 Days ARO
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per FAR 11.105—Items peculiar to one manufacturer—and FAR 12.4—Unique Requirements Regarding Terms and Conditions for Commercial Items—Standard Imaging.
High sensitivity and wide measurement range: Measures extremely low currents down to 0.001 pA with femtoampere resolution, up to 500 nA, supporting precise radiation dosimetry.
Charge measurement capability: Accurately measures collected charge from 0.01 pC up to 999,999 nC, which is required for calibration of ionization chambers.
Adjustable bias voltage: User-settable bias voltage from -450 V to +450 V in 50 V increments, allowing compatibility with a wide variety of radiation detectors.
Collection modes: Multiple collection options including trigger, timed, or continuous mode to support different calibration and measurement protocols.
Integrated chamber library software: MAX COMM software includes a chamber library with factors for over 100 ionization chambers, streamlining setup and reducing risk of input error.
Single-channel reference-class instrument: Meets reference-class requirements for calibration in clinical radiation oncology.
Backlit LCD display: Provides clear visibility of measurement data in clinical and laboratory environments.

Five-year parts and labor warranty: Ensures reliability, support, and reduced lifecycle cost.
Accessories included: Carrying case designed for safe transport and a calibration electrometer for ongoing accuracy verification.
U.S. manufactured: Produced by Standard Imaging in Middleton, Wisconsin, ensuring compliance with Buy American Act.
3. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer to determine if there were other vendors capable of providing l providing an electrometer for radiation oncology calibration that meet CLE VAMC's specific requirements. The following sources were reviewed:
The OEM, Standard Imaging, a small business, was contacted to receive a list of authorized distributors, with a concentration on SDVOSB and VOSB-authorized distributors. The OEM stated that they currently do not use any distributors
GSA eLibrary, ECAT, SAM.gov, Interagency Contract Directories, NAC, FPDS, SCMC, MSVP, BIC and FDA:

The Nonmanufacturer Rule (NMR) applies to this procurement under NAICS 339112 and SBA has not issued a waiver. The VA and SBA Rule of Two cannot be met due to not having an NMR waiver. This will be, brand name, sole source to Standard Imaging.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Per FAR 13.106-3(a)(2)(ii), price reasonableness will be based on comparison of proposed prices with prices found reasonable on previous purchases using FPDS.
