About this file

This is a Justification for Single Source Award document for a boiler preventative maintenance services contract under the simplified acquisition threshold. The Department of Veterans Affairs, specifically the VA Pittsburgh Healthcare System (VISN 04, Station 646), is seeking to sole source boiler preventative maintenance services to Combustion Service & Equipment Co. (CS&E), a Small Business concern with SAM UEI # EBZEDJKGEHJ3. The services are required at two locations: University Drive Campus and H.J. Heinz Campus in Pittsburgh, Pennsylvania, with an estimated total purchase amount that is redacted in the document.

The requirement encompasses internal and external boiler system inspections, tuning of boiler combustion control systems, deaerator tank inspections, boiler and plant safety device testing, and calibration services. The justification for sole sourcing is based on urgent and compelling circumstances: the incumbent contractor has failed to perform under its active five-year IDIQ contract (awarded 05/29/2025 with performance period 06/02/2025 through 06/01/2030), which is now subject to termination. Compliance with VHA Directive 1810 requires inspections and maintenance to occur during summer months beginning in June, with failure to meet these deadlines creating risks of boiler system malfunction, regulatory non-compliance, and potentially dangerous accidents including explosions and carbon monoxide poisoning. CS&E previously performed successfully under a five-year standard options contract (base plus four years, 05/14/2020 through 05/13/2025) and possesses active SAM registration with no exclusions and a green Contractor Responsibility Assessment. The Contracting Officer certified the justification on June 4, 2026, under FAR 13.106-1(b).

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C244-26-AP-3268

1. Contracting Activity:

Department of Veterans Affairs, NCO 4, Services 2, Corporal Michael J. Crescenz VA Medical Center, 3900 Woodland Avenue, Philadelphia, PA 19104, in support of VISN 04, Station 646, VA Pittsburgh Healthcare System at the following locations:

a. University Drive Campus - University Drive C, Pittsburgh, PA 15240

b. H.J. Heinz Campus - 1010 Delafield Rd, Pittsburgh, PA 15240

Purchase Request (2237) No.: 646-26-3-5079-0058

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Pittsburgh Healthcare System has an urgent and compelling requirement for boiler preventative maintenance services at the University Drive and H.J. Heinz campuses. Preventative maintenance services include internal and external boiler system inspections, tuning of boiler combustion control systems, deaerator (DA) tank inspections, boiler and plant safety device testing, and calibration services.

The estimated total amount of this purchase is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The VA Pittsburgh Healthcare System has an urgent and compelling requirement for boiler preventative maintenance services. The urgency of the requirement is a result of the incumbent contractor’s failure to perform on the current contract for these services, Contract # . Contracting is currently pursuing termination of this contract with .

The VAPHS must maintain compliance with VHA Directive 1810, Boiler and Boiler Plant Operations, which requires inspections and tuning at regular intervals. Several inspections and testing requirements are set to occur during the summer months, beginning this month (June). These include internal and external boiler system inspections, deaerator tank inspections, and boiler and plant safety device testing.

Revision: 02 Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C244-26-AP-3268

Failure to conduct preventative maintenance services on the boiler system as scheduled would not only cause the VAPHS to fall out of compliance with VHA Directive 1810. It would also result in an increased risk of malfunction/failure of the boiler system, as defects/deficiencies that are normally identified through inspection would go undetected. These defects (including leaks, cracks, bulges, blisters, grooving, etc.) could ultimately result in dangerous and life-threatening accidents. In the most extreme cases, accidents could include explosion and pressure-related failures, fire and combustion hazards, and carbon monoxide poisoning. It is critical that the VAPHS conduct preventative maintenance on the boilers at the appropriate and scheduled time and maintain compliance with VHA Directive 1810.

For the reasons stated above and in accordance with FAR 6.103-2 and 13.106- 1(b)(1)(i), this requirement will be sole sourced to Combustion Service & Equipment Co. (CS&E), a Small Business vendor that is local to the Pittsburgh area. CS&E has previously performed boiler preventative maintenance services at the VA Pittsburgh Healthcare System under Contract # . This was a five-year standard options contract (base plus four years) with an overall period of performance of 05/14/2020, through 05/13/2025. The VAPHS Utilities Supervisors at both the University Drive and H.J. Heinz campuses have personal knowledge and familiarity with the vendor’s previous performance and agree that CS&E is qualified and experienced enough to successfully meet the requirements of the Statement of Work.

No other sources are reasonably available that could meet the requirements of the Statement of Work within the timeframe required.

4. Description of market research conducted and results or statement why it was not conducted:

Limited market research was conducted due to the urgent and compelling nature of this requirement.

A five-year IDIQ contract (Contract # was awarded to for boiler preventative maintenance, inspections, and tuning services at the VA Pittsburgh Healthcare System on 05/29/2025, with a Period of Performance of 06/02/2025, through 06/01/2030.

Although this contract is still currently active, Contracting is pursuing termination of it due to failure to perform.

The previous contract for boiler preventative maintenance services at the VAPHS was Contract # , awarded to Combustion Service & Equipment Co.

(CS&E), SAM UEI # EBZEDJKGEHJ3. This was a five-year standard options contract (base plus four years), and CS&E performed successfully.

CS&E has an active SAM registration and no exclusions. The Contractor Responsibility Assessment, provided by FedDataCheck
